Turkish March in Central Asia

To distinguish developing country from degrading extremely simply: in the first the consciousness defines life, and in the second on the contrary. Once we were the most reading country. Deservedly were proud of the formation. Knew that practically in each country there will be those who sat at a school desk in Soviet Union.

We were able to be attractive — and sympathized with us at all only because of our resources and the weapon. Union disintegration has installed illusion that financial whips are more effective some educational spice-cakes and «fraternal people» has removed to the category of poor relatives. But nature abhors a vacuum.

In the humanitarian expansion Turks have counted on formation. For last 20 years they have opened about 1000 schools, lycées and universities worldwide — from the USA and Germany to the Far East. But first of all Turkey comes there, Russia — to Transcaucasia and Central Asia whence leaves.

Kazakhstan, Uzbekistan, Turkmenistan, Kirghizia — in each of these countries exist some tens Turkish educational projects. Also it is not so religious schools where study Islam in all its displays. On the contrary, all institutions — it is underlined secular, with the commixed teaching structure (local and Turkish teachers work together). At schools teach four languages — local, Russian, Turkish and English. Diplomas admit everywhere, plus all schools are supported of the regional authorities. Formation paid, but thus exists weight of grants for honors pupils.

The format of educational institutions doesn’t allow to opponents to accuse Turkey of frank ideological expansion. However as the initiator of a Turkish educational program Turkish philosopher Fethullah Gjulen constantly living in the USA — one of ideologists modern humanitarian acts. Its strategy consists in formation of sympathies in relation to the former Ottoman empire, first of all in the countries, there is no time entering into its structure.

It is necessary to guess scales of financing of its platform only. Experts name different figures, up to billions dollars. It is necessary to notice that Gjulen (he has emigrated because of the conflict to Turkish Islamites in 1990th years) is one of supporters of the present prime minister of Turkey Redzhep Erdogan. So, it is possible to say and that his movement, anyhow, is supported by political elite of this country.

The first wave in Central Asia in 1992-95 has choked. At Sulejman Demirel projects of Turk in these countries have appeared too selfish, and they — too avaricious. As a result Turkey has appeared in region on the third roles after the Russian Federation and the USA. Some years ago, when the active expansion in СА have begun China, Iran, and even India with Japan, predecessor Redzhep Erdogan has directly declared: if Turkey doesn’t make active the presence of an area of the former Ottoman empire, the historical window of possibilities will slam.

As a result, while Russia builds oil pipelines, Gjulen builds schools. While Moscow is occupied by struggle for commodity markets for hydrocarbons, in its south the whole generation which has been brought up on sympathies for other regional leader grows up. Turkey works with a sight on the future against languid attempts of the Kremlin to preserve the present. In «pragmatism» of Moscow superstate ambitions aren’t guessed — that won’t tell about Ankara.

All it would be not so is insulting, if the huge educational potential of Russia has been completely lost. But, as it is surprising, in places it still remains. If fundamental scientific disciplines aren’t interesting to the mass student from Central Asia, applied chemistry, engineering specialities, medicine, biology, soil science, economy — quite.

However modest quotas for receipt of foreigners in the Russian high schools — only a tradition tribute behind which, alas, there is no system approach. In the Asian branches of network Russian high schools of applied faculties it is not enough, and humanitarian owing to features of the local legislation are focused on local system of norms and values. Unique, perhaps, an exception — branches oil and gas of Gubkin (for example, in Turkmenia). But how much our glorified popularizes Russia?
