On May, 23rd in Kiev has passed a round table on which the Concept of the state national policy of Ukraine was discussed. The first deputy of the Chairman of Allukrainian Association has taken part in him Crimean Karaites «Krymkarajlar» Alexander Arabadzhi interview with which the Honourable chairman of board of the Crimean republican cultural-educational society of Krymchaks has written down «Krymchahlar» Jury Purim.

— Who represented the concept on «a round table»?

АА Jury Reshetnikov, chairman Goskomnatreligion. He conducted session and represented this concept. Under his information experts of Institute of the state and right NANU were involved in document working out, in particular, two doctors of sciences: Irina Kresina and Larissa Lojko.

In the beginning a word took Mrs. Kresina. She has finished substantive provisions and has practically walked under all text of the Concept. Thus she has underlined that Goskomnatsreligion has switched on the Concept concept «the radical people». Though they by working out of the document have excluded it.

— She has been revolted by what Goskomnatsreligion has dared in a counterbalance to recommendations of Institute of the state and the right to switch on in the concept concept «the radical people»?

АА so. In the end of the performance Irina Kresina drew on modification of parts of definition of the list of ethnic groups of Ukraine by concept extraction «the radical people» from the Constitution of Ukraine.

— And how performance of the doctor of sciences from state and right Institute has been apprehended by «high meeting»?

АА Invited expressed ambiguously. For example, Gennady Udovenko has passed an opinion the categorical disagreement of extraction from article of the Constitution of the term «the radical people» as in Crimea live three people — the Crimean Tatars, Crimean Karaites and Krymchaks who have occurred on this earth and them it is impossible to exclude from the list of the radical people of Ukraine.

— Except Ukrainians and the Russian what representatives of nationalities of Ukraine have been presented on «a round table»?

АА Armenians, Germans, Greeks, Jews, Koreans, Gagauzes,Karaites. In total participants of a round table was about forty persons, and everything living in Kiev.

— How did you get there?

АА I was invited as the first deputy of the chairman of Vseukrainsky Association Crimean Karaites.

— If the radical people in Ukraine are not present, whom you invited?

АА it is visible, according to their vision of the given problem, as representative Karaite’s ethnos. They consider us not as the radical people, and as ethnos. And it is exact also the Crimean Tatars and Krymchaks.

— Then as whom Goskomnatsreligion considers Russian and Ukrainians?

АА This question is not to me, it concerns Russian and Ukrainians. And in general this Concept has turned out very confused and underfulfilled.

— Unless the problem before developers of the Concept of the state ethnonational policy of Ukraine was not put to bring the legislation in the given sphere into accord with the Constitution and norms of international law?

АА it is possible, such problem and was put, about it is necessary to ask them, but as officials have expressed, they still should be defined, where there is Ukraine.

— You managed to act on «a round table»?

АА Yes. I have started to read to the Statement accepted by six organisations of the radical people of Crimea, butI was interrupted, without having allowed to read a part deciding it. Head Goskomnatsreligion J. Reshetnikov, being in an angry condition, began to interrupt and stop me, referring to regulations. This it has excited against me all hall. And further has denied me the right to speak.

— Did someone else acted after you?

АА the Representative of Jews has brought up a question on the radical people. In his opinion, in Ukraine there are many radical people. For example, the people who live in frontier areas.

Julia Tishchenko from research public organisation has then acted. But her position was very flowed round. Actually it «very tolerantly» has left from a concrete question.

Jury Kononenko from the Ministry of Education and Science of Ukraine was very convincing. He has acted in our support and has offered, before something to solve, at least to consult and ask those who considers itself as the autochthonic, radical people in Ukraine.

The representative from Nina Karpacheva has supported our position, having declared that concept «the radical people» from the Concept and furthermore it is impossible to exclude from the Organic law in no event.

Аvanesyan has recollected that Armenians live in Ukraine since the Kiev Russia.

As you can see, unanimous approval of the bill of the Concept of the state ethnonational policy in Ukraine at organizers and participants of «a round table» it has not turned out.

Eventually, Jury Reshetnikov has been compelled to recognise that the Concept demands the further completion and while it will not be passed in the Supreme Rada.

— Could you tell if someone from the Crimean Tatars have been invited?

АА Chairman Goskomnatsreligion has publicly declared, reproachfully in my address that «the round table» has been invited to this the People’s Deputy, the head of subcommittee by the rights of the radical people of Mustafa Dzhemilev, but was not to protect the rights. Though it looks rather strange. After all he and as the head of subcommittee of the rights of the radical people and as the head of the body, applying to be a representative body of largest of the radical people of Crimea, should stand up for a breast the rights of all radical people of peninsula.

However, there was behind a table an assistant to head Goskomnatsreligion Jusuf Kurkchi, as it is known, recommended for this post a management of Medzhlis. To me even Reshetnikov has been underlined that he unlike me, does not state indignations.

— And than this shameful phenomenon has ended?

АА Before the end same Kresina has acted all and has told that there is nothing to lift noise, in its Concept all corresponds to the international norms. Neither it is more, nor it is less. Nevertheless, head Goskomnatsreligion, closing «a round table», has been compelled to recognise that the project crude and it should be finished.

They have ignored opinion of six public organisations and have neglected a position of three radical people of Crimea. Even during session of «a round table» have refused to listen to our opinion. The question, and what for arises then invited?

And Kresina has directly declared that inclusion in the definition Concept conducts «the radical people» to bad consequences. She is afraid, what is it will lead to that the radical people, according to international law will start to apply for the earth. And it, in turn, contradicts other Laws and, eventually, can lead to threat of territorial integrity of Ukraine.

— All to that also goes, or you observe the rights of the radical people, or you trample down them…?

АА If observance of the rights of the radical people breaks legislative base existing in Ukraine and practice, whether will be correct and logical to bring into accord and to put things in order in laws, instead of to continue to create lawlessness concerning the people and citizens of Ukraine?
