The People’s Deputy of Ukraine Leonid Grach (fraction KPU), analyzing actions of Party of Regions correcting for quite some time now, is assured — for Crimea the updated policy of the centre will not end well. As he said, that promotion by Yanukovych of «his» on places will cause a wave of indignation of electorate which as a result can outgrow in mistrust to the present president. The Crimean politician has told about possible consequences of «Personnel revolution» in Ukraine in interview K2K.

K2K: you say often that Crimea does not suffer «brought in» proteges from the centre. However Victor Fedorovich in the first month has put the person on peninsula. What, in your opinion, consequences it can threaten?

L.G.: all is very simple. Because Victor Fedorovich, having used the party possibilities and the majority in the Crimean parliament, has appointed the prime minister of republic Vasily Dzharty. And the autonomy is threatened now with the following.

First, Crimea — parliamentary republic — and consequently any head of our government never can be above parliament on the office powers. But now, I am afraid, there will be a constitutional warp, and nowadays formed government will dictate the conditions to parliament.

Secondly, if in Crimea rigid repartition of spheres of influences in which number and political sphere, it, no doubt, will mention at once both economic, and interethnic, and geopolitical interests of the population begins. I wish to tell that Crimea is not that region where it is possible to strengthen the administrative beginning and to hope, that it will bring a long positive effect.

No! It is possible to press that is called, nuts in summary — the carving will break! Here now we have a replacement of heads of power structures at all levels. Clearly that shift of personnel has concerned not only Crimean Offices of Public Prosecutor, the Ministry of Internal Affairs, but also will proceed at level of cities and peninsula areas. And here will direct «brought in» people to whom only one demand is for some reason made — necessarily to pass management practice in Donetsk area. It is not good.

Even worse that fact what to replace, naturally, will be also a considerable part of heads of the district state administrations as the right belonging only to the president who, in his turn, types experts, being guided by that they are»his». That is, who, say, actively worked on presidential elections of Ukraine who was there chiefs of city regional staffs of Yanukovych, that and should head all administrative beginnings. We already in the history endured the Brezhnev’s period when the Dnepropetrovsk personnel held the best posts almost in all republics of the former USSR, and, first of all, in Moscow.

K2K: But after all it occurs now across all Ukraine, and not just in Crimea!

L.G.: for Crimea all it is alien not only by the nature, but also on interethnic structure. As an example I can result the following. Bakhchisarai. Minicapital of the Crimean Tatars. As the head of the district state administration of Bakhchisarai Ilmi Umerov who, by the way, has independently taken place a formation way now works — and today has serious enough positions as the head of area. But there is an information that to the Umerov’s place the woman earlier holding a post of the chief of a pre-election staff of Victor Fedorovich Yanukovych will be appointed. Here is the conflict.

In a case if Yanukovych will appoint the new head of the Bakhchsarai area, this person will be not apprehended by the Crimean Tatars living in this area! The interethnic discontent, first of all from outside the last becomes the reason for that first of all. In this connection there is a question — and what this woman can do from the point of view of regulation of mutual relations? The second reason is, I am sorry, the gender conflict, after all the role of the woman and her position in understanding of Moslems are known for all.

Similar things need to be considered. Also it is not necessary to forget that Crimea is an especial part of Ukraine in which dominant Russian component is main. Crimea anybody, never and nothing separate from Russia; the Prorussian mood here was, is and will be. Moreover, as soon as the overclamping from outside the centre will begin, liking to Russia even more will amplify, testifying to local population counteraction.

K2K: Probably,you don’t like that fact that the president of Ukraine aspires to appoint to high posts basically natives of Makeyevka (a city in Donbass — K2K)…

L.G.: absolutely correctly! And it cannot be justified. The so-called trust from the point of view «self comes first» cannot be called as a state policy. Victor Fedorovich is selected not by the president of a southeast part of Ukraine and at all the head of Donetsk area. He became the president of all Ukraine. So what for to repeat errors of the previous? We remember that when Yushchenko has come to the power , have been dismissed 18 thousand managers. And now occurs in the same way, to the same motives. A difference only that last time the president wished to see in power orange people, and now — accordingly, not orange.

In this connection I wish to pay attention to one important detail. Now in Ukraine huge personnel crisis is observed: that Soviet personnel potential which was, is already developed for a long time, from it there were only small splinters. And the school for preparation of new managers now is not present. And so-called political management of today to which people get on love and on fidelity, does not maintain any criticism. But after all it is necessary to understand — before to get into the car the car, it is necessary to know, what is this type of transport, what capacity at it as it to operate, about its technical condition, at last…

Here is how it is possible to get the person in other region and to confer it all powers? Dashing Donetsk children, operating by a principle «all and at once», were not slow to press a gas pedal! In what good it will not result.

K2K: According to CEC, Crimea became one of the regions which population has almost unanimously voted for Yanukovych. And now, after a month of presidency of the winner, people have already drawn for themselves any conclusions?

L.G.: I wish to tell to you that that the spirit which Crimeans had one month ago, is not present now. People are in an expectation stage therefore as the human nature is arranged by a principle «at once should become better». Unfortunately, at once cannot be better. But doubts of the people are quite clear, because some question which Crimeans consider priority and because of which they have voted in favour of Yanukovych, Victor Fedorovich not very much hastens to carry out.

For example, a problem of the status of Russian as state. The president and his environment try to pretend, as if anything similar did not promise during the first visit to Moscow. Or we will tell about the introduction of Ukraine into the Customs union with Russia, Kazakhstan and Belarus.

K2K: By the way, about destiny of Russian in Ukraine. Whether was Yanukovych’s promise ordinary populism? Or there is other cause of a failure from work on this problem?

L.G.: Victor Fedorovich is not that politician who took and has casually won. It was the prime minister of the state Ukraine twice — and knows all situation. Has put here, most likely, in pure arithmetics: yes, unfortunately, today it will be impossible to find three hundred voices in the Supreme Rada for change of the Constitution of Ukraine for the purpose of giving to Russian of the status state. But Yanukovych promised, we promised!

In that case it is necessary to pass the base law on the languages which author by the way I am. The adoption of this law will show on the one hand resoluteness of president Yanukovych in protection of Russian and will expand his application and development, and also considerably will approach to acceptance of the corresponding amendment in the Constitution of Ukraine. And if we have passed this law would step on three steps forward.

The project of the given law is existing. Dead Evgenie Kushnarev and nowadays well being Vasily Volga anf I in 2006 year were engaged in its working out. There is a speech about modification of 22 laws in force. And also protection of the Russian-speaking citizen of Ukraine and possibility of use of language is registered in all regions of our country!

I understand that this document can be intermediate, and still I realise that at the decision of this problem it is impossible to be covered with the European Charter about languages of national minorities with which Yanukovych now tries to be covered… The Given charter carries no more than recommendatory character, and it, by the way,has been ratified very long time ago at us ! And here the bill about base languages in any way within four years cannot get on a parliament tribune.

K2K: Leonid Ivanovich, listening now to all this stream of criticism towards Yanukovych and Party of Regions, I also remember that you are the party member which is included into ruling coalition «Stability and reforms».Don’t you afraid, that you can «leave»?

L.G.: from a post of the deputy of the Supreme Rada of Ukraine nobody «will leave» me. Only my death or my own desire to leave parliament can be the reason. As to criticism for it I have all bases which, by the way, it is dense enough cooperates with moods in a society including the Crimean…

Tell me, if you loved me and have at some instant supported. In gratitude I would promise that I will lead you in the REGISTRY OFFICE. But as a result would not come at all there. Would you clap to me after that?

K2K: No — is at least!

L.G.: here and I in the same way! How I can be silent, when people have voted, when regional level of the government is formed, and with me and others arrive by a principle «to promise is does not mean to marry»?!

K2K: Last month, observing of activity of regionals, the aspiration of party «United Russia» to construct a vertical of the power is sometimes recollected and to rise in his head. Or I am mistaken, finding such similarities?

L.G.: in any sense — yes, they are. But thus there are also very considerable differences. First, in Russia the power left from under oligarchs and has risen over oligarchs, and in Ukraine such meanwhile is not present. At us oligarchical clans live in itself, and, as a matter of fact, they form the Ukrainian power. Secondly, for vertical construction it is necessary to have the big party, such as «United Russia», to create the same constitutional majority what is presented today in the State Duma. And in the Supreme Rada regionals together with letvins, communists and the extrafractional deputies who have adjoined them hardly got the simple majority of 226 deputies. And now opponents challenge constitutionality of this coalition… Thirdly, at the Russian power — at the president and the prime minister — a high public rating, and at us if to judge following the results of recent presidential election, liking of the people almost «fifty-fifty» between opposition and the won candidate.

I do not speak about a financial and economic condition which, first of all, are based on energy carriers: in their Ukraine, unlike Russia is not present, and consequently our country is in a complete dependence from the neighbour, spreading a considerable part of the budget on purchase. So a difference between Russia and Ukraine is very big. Also it is impossible to try to copy something — any copy will be worse than originals.

K2K: However and the Ukrainian president has decided to go by the way of innovative development, promising the light future. Whether there are in Crimea such enterprises which could be converted on «a new harmony»?

L.G.: the Crimean enterprises, unfortunately, are closed or disorganised. And if have started to talk about introduction of nanotechnology in Crimea they should be introduced in an agricultural complex which should be revived in the beginning anew, having enclosed in it considerable means. But the advantage of it, certainly, will be, therefore as so favorable as in Crimea, conditions for cultivation of vegetables, fruit and for cattle-breeding activity are not present at one of our neighbours. In the people the Crimean climate and the earth speak «are so good that if will thrust a stick in soil and will water, it will turn to a tree which is bearing fruit».

Still it is necessary to introduce innovations in resort sphere. We after all have the finest nature-climatic factors and already constructed resorts. We should not ruin all the rest for the sake of tourism! Crimea needs to be made a medical health resort like Israel where people go because of the newest medical technologies! And, at last, we have such large and in the past very powerful industrial centres — Feodosiya, Kerch, Simferopol and Sevastopol where quite good enough stocks of engineering personnel were still saved.

K2K: Last question. Leonid Ivanovich, can you name five basic changes which have occurred in Ukraine for the past 30 days?

L.G.:The First: the judicial suit which had the beginning, but not having the end was resolved; that is presidential election has ended. The second: the parliamentary coalition has been created. The third: the new government is generated. It is all.

If to prolong term of month till the end of March it would be desirable that Yanukovych all the same has published the decree about cancellation of the decree of Yushchenko on assignment of a rank the Hero of Ukraine Bandere. And still there is a wish: to make the decision — to enter to Ukraine in the customs union somewhat quicker and to be closer to Russia.
