The State Duma of the Russian Federation has approved in the first reading of the amendment in the Law «About a state policy of the Russian Federation concerning compatriots abroad». In particular, compatriots, besides the citizens of Russia living abroad, the persons living outside of the Russian Federation, made a free choice in favour of spiritual and cultural communication with Russia and concerning, as a rule, to the people historically living in territory of the Russian Federation «admit». 
It is offered to exclude non-realised position from a law in force about the state documenting of compatriots. Other norm on which wishing to receive the corresponding status in exchange is offered can be registered in public associations of compatriots and receive the membership card. Under the information Infox.ru, this way is already tested in practice: Russian community of Crimea, for example, has already given out 6 thousand certificates. The status of the compatriot will grant the right to receive initial and higher vocational training in territory of the Russian Federation on the same conditions, as Russians, will provide a legal protection outside of Russia. But the bill does not provide direct financial support. 
The president of the Kiev Center of Near-Eastern researches, Alexander Bogomolov considers that acceptance of amendments in the law, on the one hand, can testify about «to an open door policy, but on the other hand — raises very big doubts that fact that ask nobody: and who, as a matter of fact, whom supports?». According to the expert, it is very difficult, if at all it is possible, to make definition of that such Russian culture — for example, unlike any another. Whether «here are, for example, the Crimean Tatars carriers of Russian culture? Many of the Crimean Tatars have got education in Russian educational institutions where Russian was teaching language. Obviously this category is washed very away, — has noted Mantises. — nevertheless it as though puts people in very difficult situation when nobody has consulted to them, but it imposes a certain test for loyalty».
