Crimea as if is specially created to become the happy house for the inhabitants and visitors. But the authorities should think of the decision of those problems, for whom it not simply territory, but also the native land. The exchange of rigid statements between the chairman of the council of ministers of Crimea Vasily Dzharty and head of Medzhlis of the Crimean Tatar people Mustafa Dzhemilev has once again shown a precipice lying between the power and the Crimean Tatars. This precipice in the course of time only goes deep and extends. It is impossible to tell that there is no integration of Crimean Tatars into peninsula life, — but at the Ukrainian power, and not only present, there is no distinct representation about how to solve a returning problem there is no time the expelled people on the historical native land.

In turn the Autonomous republic Crimea Ministerial council all actions on putting in order in ground sphere for last year has shown that in Crimea there are no the untouchables, to whatever nationality it concerned», — writes Dzharty to Dzhemilev. Really Vasily Dzharty wants for the territory of destiny of Palestin entrusted to it? After all the Crimean Tatars don’t have other state, except Ukraine. And other native land, except Crimea, too. It on the one hand. With another — these people have been expelled from the country by a criminal mode, and a duty of the Ukrainian state — to make all for its returning home. I underline — a duty, instead of the favor. The Crimean Tatar in the same degree of the house in Crimea, as the Ukrainian — in Ukraine. Only we will imagine a phantasmagoric situation: Stalin’s madness would lead to deportation not only the Crimean Tatars, but also Ukrainians. And then to the Ukrainian people graciously would allow to return from Kazakhstan and Uzbekistan — that who has survived. Someone believes what the Ukrainian huts would remain by then not disassembled, fields — untilled? The Ukrainian state should solve a question on returning approximately the same as now it is necessary to solve it in a case with the Crimean Tatars.

But the decision of a question on returning can’t be limited to exclusively declarations. The law on returning of the deported people — as it is known is necessary for Ukraine, from Crimea have expelled not only Tatars. It is necessary to define norms which assume the right to reception of the Ukrainian citizenship for expelled and their descendants. It is necessary to solve a question with returning of the property or — in a case if it can’t be made — with material indemnification for the lost earth or the house. It is necessary to work and with Crimean Tatars, and with the autonomy population — as with descendants of those who lived in Crimea before war, and with those who has arrived to republic already after liquidation of an autonomy and eviction of Tatars and other radical people of Crimea, as though on «the empty earths». It is necessary to give, at last, to Autonomous republic Crimea character of the present autonomy, having provided parity national representation of the people living in it. In it, actually, the sense of the special status of Crimea — because also consists if such parity representation isn’t present, not clearly, for what in general this special status.

But for two decades of the Ukrainian independence in this direction didn’t become practically anything. And it is not so much on political, how many on an economic reason. The Crimean earth is too tidbit, in particular the coastline. Uncertainty of a situation is favourable to all who are «from above», — and is awful for all, who are «from below», without dependence from nationalities.
And still it is pernicious for the Crimea. The picturesque curative resort of the Russian empire and remains in our consciousness a symbol of triumphed «scoop». It is difficult to us to imagine that there is Yalta admired, as Nice, and Bakhchisarai — as small Istanbul. As were surprised in the past to harmonious mixture of civilizations — and civilization — in small, surprisingly beautiful territory. Really we so never also won’t see such Crimea.
