The Crimean Tatar problem gets again the international sounding. During the same time in Ukraine dialogue of the Crimean Tatars with the new power from the very beginning was not took, and without intervention of the arbitrator in the name of the president the situation already was at a deadlock.

Sight from Europe

From a tribune of the European parliament of a problem of the Crimean Tatars have sounded not the first and not last time this year. Till now all was limited to bilaterial meetings in Medzhlis delegations of politicians from the European Union countries. And though, basically, anything new or unexpected for Kiev Dzhemilev has not told, to the Ukrainian diplomats his report delivered some unpleasant minutes. Themes of performance of the leader of Medzhlis basically concerned infringements of the rights of the Crimean Tatars at investment with the earth, a discrimination of the Ukrainian power concerning development of a national language, returning of historical toponymics etc. Acceptance of the resolution following the results of parliamentary hearings is postponed till the autumn, but it is already known that Dzhemilev insists on a recognition of deportation as a genocide of the Crimean Tatar people, is similar to how it has been made in the relation of famine of Ukrainians. Following the results of hearings the Organization of the unaccorded people initiated promotion of Dzhemilev on the international award of a name of academician Saharov, annually awarded by EuroParliament. Thus the initiator of consideration of Crimean Tatar problems, the deputy of EuroParliament from Lithuania Leonidas Donskis has not excluded that Dzhemilev can be nominated for the Nobel Prize of the world and the award it. Saharov — the first step on this way. He has declared it German Deutsche Welle. However, Mustafa-aha doubts that something leaves this invention. «Some committees in EuroParliament have acted with such initiative, and also the Organization of the unaccorded people, — the head of Medzhlis has confirmed« 1К ». — But I do not think, it will work, because there is a geography. Last time the award of Saharov gave to» the Memorial ». I do not think it will be givenagain to someone from former Soviet Union».

The understanding is not present

Meanwhile, adjusting dialogue with Europe, Medzhlis cannot find common language with the new Ukrainian power in any way. It is less than for a month of work of their relation were at a deadlock. As it happens often, the notorious personnel question became a stumbling-block. Right after formation of Ministry of Ukraine Medzhlis has flayed to the minister of the Ministry of Internal Affairs Anatoly Mogilev, having accused him of xenophobia and having demanded resignation of the general. We will remind, Mogilyov supervised over operation on a pulling down of illegal structures on a plateau Ah-petri, belonging and to members of Bakhchsarai Medzhlis, and after resignation has acted with political article on pages of the Crimean press.

Further — it is more. For rather short time Dzhemilev already has twice refused Vasily Dzharty in his requests. The first time when speech has come about support then still the candidate for Victor Yanukovych’s presidents, and repeatedly when the party curator of Crimea needed fraction «Ruh-Kurultaj» voices in parliament of an autonomy for resignation of speaker Anatoly Gritsenko. On this note unpleasant for both parties dialogue, seemingly, also has broken.

And again the personnel question, already with interest of Medzhlis, is ready to pour out in open opposition. After power reformatting in an autonomy the Crimean Tatars have lost two ministerial posts, and vice-premier Aziz Abdullaev has fallen on a step more low from a post of first vice-president of Council of Ministers. And these losses promise to be far not the last. Power reboot goes deep into, and Medzhlis can remain without a quota for the representatives in a management of regions of an autonomy. Now it is a question of the Bakhchsarai area with which the member of Medzhlis supervises over Ilmi Umerov, and Kirovsk area, DSA in which Osman Kadyrov heads. And after all the Crimean Tatars would like not only to save the representation in the power, but also to expand it, having received also post of the head DSA of Belogorsky area. However new head Councul of Ministers remains unshakable — anybody from operating heads of DSA does not remain.« Power position such that all heads of administrations should be replaced. It in spite of the fact that concerning the head of administration of the Bakhchsarai area is collected by signatures even Russian with the request to leave him because the situation has considerably improved, good indicators in area development, became less corruption, — Dzhemilev has told «1К». — But despite it, Dzharty has declared that those who was put by Yushchenko, should be necessarily dismissed ».

Mutual hostility and misunderstanding, seemingly, had time to come so far that the parties are ready to operate meaningly in peak each other. In Medzhlis suspect the power of selection of collaborators from among the Crimean Tatars on purpose meaningly to ignore self-government institutions and to avoid reproaches in discrimination to a national sign. «There is still other way — to select« good »Tatars. I know that in this direction any steps already become, — the leader of Medzhlis speaks. — I has advised to meet with Grach and to find out from him, has ended and in what he has resulted. If you wish to walk twice into the same water is your business».

Now as upon an ultimate authority in Medzhlis rest hopes of the president. «Concerning any concrete actions concerning new administration the question is discussed, but, probably, the final decision will be accepted after we will meet the president, — peoples deputy speaks. — meeting Date is not defined, I asked Levochkin (the head of the Office of the President), he has asked to send repeatedly the letter, because the first reference at them… It was lost. While the answer is not present.But if there will be no answer is also the answer. Therefore we proceeding from it will make the decision ». As last argument in Medzhlis consider possibility of a response of the representatives from all levels of the power.

Ilmi Umerov and the chairman of regional council of the Bakhchsarai area Alexander Tarjanik who has declared «1К» supports that Umerov enjoys confidence of people in area, and irrespective of a nationality. «The most important thing that it fair. It concerns to slavic and to the Crimean Tatar population with identical attention and helps people, — Alexander Ivanovich has told. — Therefore the public, including Russian, has supported it. Any list towards Tatars behind it is not noticed».

«Hero of the festivities» too does not hide that would like to continue work on post of the head of DSA. «I wish to remain on this post, once I have come here at own will from much higher post of the vice-speaker of parliament, — Umerov has told« 1К ». — And now in spite of the fact that the power has exchanged and we have different views on the last elections, I would like to save this post for the sake of Bakhchisarai, for the sake of people».

Kiev will judge them

It seems that now the permission of this conflict situation depends only on the president, and Yanukovych has reasons to make concessions to Medzhlis. The resolution of EuroParliament for Ukraine will have, most likely, recommendatory character, but the superfluous occasion to reproaches from Bruxelles is not necessary to Kiev. The further escalation of a national theme is fraught for Ukraine with much more serious consequences. Besides if Medzhlis will risk to carry out the threats and to withdraw from authorities of all Crimean Tatars, for parliamentary opposition it will be simple a gift. Not to mention that in to Crimea the situation would appear rejected on two ten years ago, to sharp opposition of the sample of the middle 1990.

But on the other hand, Yanukovych not Yushchenko, and Dzharty not Matvienko or Plakida, their ultimatums only irritate. Especially there are data that during election campaign «the white-blue» staff on peninsula has adjusted relations with those «good» Crimean Tatars about whom Dzhemilev speaks. These people too apply for any posts, and ostensibly it was promised to them. So both to Kiev, and Simferopol it is necessary to choose: to «throw» «good» Tatars or to refuse Medzhlis requirements to save its quota on level of a management of areas and thus to receive in the protest action answer under the walls. And that Dzhemilev will go on it, nobody doubts.
