In all democratic societies existed and exist people dissatisfied with a policy of authorities in power. The Crimean Tatars going on a democratic way of development, are not an exception to the rules.
Many years active persons conducted the nation to homecoming, statehood restoration, revival of culture, traditions and spirituality.
Time has come to return to the native earths and to raise new generations of the Crimean Tatars, capable to adopt relay race at seniors for the main task decision — nation revival in Crimea. Like there would be all according to plan as it would be desirable, but there was not all so simple as it seemed to be.
In the face of the distressful people all new and new barriers, braking development and revival of the Crimean Tatars have started to appear. It is possible to carry the next deportation of returning home Crimean Tatars to such barriers in 1970-80th years, problems with a residence permit, employment, diseases, absence of a normal conditions of life, it is possible to continue all further and further …
All that is nothing in comparison with that in the Crimean Tatar society disagreements and contradictions which, eventually, have led to split — both in the politician, and in religion have started to appear. What is it connected with? With «star» ambitions of some leaders or a burning heartache for a condition of the native people? Everyone aspiring to the power will answer this question: «it is doubtless, I wish to improve well-being of the people». A question: «whether so it?», remains a question.
For today, in the Crimean Tatar society there were many social movements which are oppositional to present structure of Kurultaj and a management of Milli Medzhlis. One of such forces is the political organisation «Milli Firka».
To learn about motives of creation of the given organisation, we have addressed for explanations to chairman of Kenesh (Council) «Milli Firka» Vasvi Abduraimov.
On a question, «What is leaving in opposition connected with?» V.Abduraimov has answered: «We did not leave in opposition. The group of active workers of national movement three years ago has gathered, representatives of some public organisations, have analysed a situation which has developed in national community and in Crimea as a whole. For anybody it is not a secret any more that there is a literal marking time in the decision of the basic national problems. Much to our regret, heads of bodies of national self-management, as a matter of fact, have not coped with those problems which were put to them by the people. Naturally, there was a question how to leave an impasse where have resulted circumstances, the politician of Kiev and a conciliatory position of Milli Medzhlis. After detailed conversation, have come to opinion on necessity of creation of the effective political tool on protection of the rights of the people — political party.
Vasvi Abduraimov has noticed that they did not begin to invent something new, and have returned to historical roots, having decided to take for a basis spirit, ideology and the purposes of party «Milli Firka» which operated in the XX-th century beginning in Crimea.
«Our predecessors too sharply had a problem to keep the nation, to revive and arm with its progressive ideas, whenever possible, to restore former greatness of Crimea and the Crimean Tatar people which was in years when the nation has been protected by the state institutions», — the politician has told.
According to representatives of «Milli Firka», the political party is that tool of the decision of problems of the Crimean Tatar people which it requires. «We consistently carry out the program of building of high-grade party from below. Unfortunately, the existing legislation of Ukraine does not allow to build party at regional level», — he complains.
Vasvi Abduraimov is convinced that the present structure «Milli Firka» will overcome all difficulties and will create the political tool which will deal with a question of development and revival of the radical people in Crimea. «The present structure« Milli Firka »is strong with its variety. It consists of people who have taken place political school in national self-government institutions, veterans of national movement who have well acquired methods and principles of struggle against totalitarianism of the Soviet period, and also among us there are representatives of the patriotically-focused intelligency. Unlike rigid dictatorship, authoritarianism which are present at a management of Milli Medzhlis when decisions are accepted by one, two or three»leaders»that contradict fundamental values of democracy, here decisions are accepted jointly.
We are in active opposition to that policy who is directed on infringement of the rights of the Crimean Tatar people, despite of the one by whom such policy is spent, whether it is the state, or a management of the central bodies of national self-management. In this sense we — opposition. When the policy is directed on revival and people development, on its formation as to the governmaking nation, we will support such policy, from whose party it would not proceed ».
The head of Kenesh «Milli Firka» assures that they — constructive opposition which is ready to co-operate with everybody if it is directed for the blessing of the Crimean Tatar people. Abduraimov has added that «Milli Firka» will support any undertakings in reforming of structure of bodies of national self-management for the purpose of returning to the principles fixed in the Order of the people and the Declaration on the national sovereignty of the Crimean Tatar people, accepted on II Kurultaj. Besides, he has underlined that «Milli Firka» cannot be perceived as opponents of Kurultaj and Medzhlis as institutes of representation of the people as one of organisation strategic targets is creation of effective system of bodies of national self-management. We wll support everything that is derected on it, and to reject, struggle with everything that contradicts it», — the politician has noticed.
Chairman of Kenesh «Milli Firka» has told that relations with a management of Medzhlis have become aggravated after Position about elections of delegates of Kurultaj which, in their opinion, deprives of legitimacy existing V Kurultaj was accepted. «Cистему multistage elections for today we consider as the archaism, disturbing to promotion in bodies of national self-management of the present patriots of the people. And nowadays collected V Kurultaj — an illegitimate institution as in its formation has taken part third of nation, the data of election committee Milli Medzhlis», — has declared Vasvi Abduraimov.
Acceptance during the World congress of the Crimean Tatars of the Declaration which «actually crosses out the Declaration on the national sovereignty» became one more factor influencing the relations with Medzhlis. «In that case, what mutual relations with Kurultaj and Medzhlis can be? The perverted personnel selection closed, and as a matter of fact, the corruption scheme of passage of the financial streams intended for the decision of a Crimean Tatar problem. How is it possible to agree with it?! We have many strong reasons to be in opposition to a management of present Medzhlis», — he has revolted.
In «Milli Firka» consider that the main difference of their organisation from Medzhlis is that «Milli Firka» considers the present policy of the authorities of Ukraine, as the policy destroying the Crimean Tatar people as those. «If not to resist to this policy will pass very little time, and a Crimean Tatar question will not be simple to exist in Ukraine as the subject of this point in question can not become. And thus, there is the most active cooperation of a management of Medzhlis with the authorities of Ukraine», — Abduraimov has complained.
As ideologists of «Milli Firka», for the decision of problems of Ukraine consider state system change in advantage of federation, strengthenings of powers of regions, as a whole, is necessary. As to the problem decision of Crimean Tatar statehood distinctions between a position of Medzhlis and «Milli Firka» are not present since both those and others assume restoration of the state status of the Crimean Tatar people within the limits of an autonomy as high-grade national-territorial unit of Ukraine.
For today, neither the status, nor autonomies at the Crimean Tatars are not present, but there is Kurultaj and Medzhlis. From the point of view of «Milli Firka», Kurultaj should become «National parliament» which deputies should be selected on the basis of a direct suffrage. And means for elections, according to Vasvi Abduraimov, it is possible to put and in the state budget, «if to work well in this direction. Eventually, this business of the people. If the nation cannot find resources for formation of national parliament about what statehood and the state status of language there can be a speech? Nothing happens without investments.As the national parliament concerns exclusively the Crimean Tatar people the people should find means for formation of the given institute. Otherwise, always there will be a group of people who will generate «the Closed joint-stock company» with the beautiful name «in what, actually, presents Medzhlis has turned», — Abduraimov has underlined.
As head of Kenesh «Milli Firka», of reforming of Kurultaj marks there is a serious project of Position which is offered the deputy of the Supreme Rada of Crimea, vice-president Medzhlis of the Crimean Tatar people Remzi Iljasovym. However, Abduraimov doubts that «current delegates of Kurultaj and members of Medzhlis will have enough determination and resources for carrying out of deep internal reform of bodies of national self-management».
«If reform does not occur from within necessarily will occur from the outside. And the first bell has already sounded in Sudak at National meeting on October, 4th. Such initiatives will follow one another», — tells Vasvi Abduraimov.
Opposition forces as it is peculiar to them, always criticise authorities in power for insufficient attention to those or other questions, or, on the contrary, for excessively high attention to one question. Nevertheless, we have tried to learn from the chairman «Milli Firka», what actions of Medzhlisa, in its opinion, have led to positive results. «Really for 18 years Medzhlis of the Crimean Tatar people has made nothing for development and nation revival?». V.Abduraimov has answered this point in question so: «Allocate any powerful achievements of Medzhlis I can not. I can tell about successful projects which managed to be realised as a whole» only. To such projects, the chairman of «Milli Firka» has carried Crimean Tatar academic musical-drama theatre, the Crimean engineering-pedagogical university and occurrence in Crimea more than 300 places of compact residing of the Crimean Tatars, «which become a distinctive element of the Crimean life».
«Artificial delimitation, a heap of barriers between Crimean Tatar and not Tatar population is a serious brake in the decision of problems of the nation. It is necessary to build Crimea together, naturally, taking into account interests both the radical people, and not Tatar population. These problems need to be solved in immediate prospects. The question on national-territorial statehood is staticized more than ever because Ukraine is included into system crisis if not to tell a collapse, and reformatting of all state system with an overflowing and power strengthening in regions will be obligatory. In this situation we should achieve on a maximum the sovereignty and those rights which would betray our autonomy its true character», -the head of Kenesh «Milli Firka» has noted.
Vasvi Abduraimov has mentioned a question, concerning national safety. He is convinced that any Crimean Tatar should not to forget for a minute about the main task — restoration in Crimea a safe kernel of the nation. The politician considers that the nation can be in safety and have possibility for the further development in the event that half of its number lives on the historical Native land. «If to take by the most modest calculation, from total number of the Crimean Tatars scattered worldwide, in Crimea lives about 10 % of the radical people. It — 15 a part of that safe line when there can be a question on disappearance of the Crimean Tatars as the nations. Therefore it is necessary to solve questions of returning of compatriots from places of dispatch and effective work with diaspora. The Crimean Tatars living in the different countries of the world, it is necessary to include through economic, cultural and other projects in process of national revival», — he considers.
How we see, there are disagreements, but there is a question on that, how much they are basic? For reception of the answer to this point in question and a question on the developed political relations between heads of Medzhlis of the Crimean Tatar people, Public organisation «Milli Firka» and other organisations of Medzhlis oppositional to a management, we have addressed to young Crimean political scientist Alexey Goncharov.
The political scientist has noticed that, despite «attached» to «Milli Firka», Fund of researches and supports of the radical people of Crimea and other criticising Medzhlis to the organisations the status of the Crimean Tatar oppositions, the purposes of Medzhlis and their opponents are actually identical and are reduced to restoration Crimean Tatar statehood, strengthening unities and to priority allocation of Crimean Tatar language in Crimea. Moreover, according to the expert, are similar both methods of Medzhlis, and opposition: «the Sharp criticism of the central power for absence of progress in business of the decision of problems of the Crimean Tatars, rigid statement of a question of the decision of problems of the Crimean Tatars, conclusion attemts of Crimean Tatar problems on the international level, an establishment of close connections with the international organisations and institutions etc.».
«The main distinction consists only in resource potential, which at Medzhlis, in comparison with oppositional structures, considerably above. Medzhlis, unlike opposition, possesses real political weight, has influence on the overwhelming majority of the Crimean Tatars, has the representatives in the Crimean parliament and the Supreme Rada of Ukraine, possesses serious international authority and it is considerable the big financial and organizational resources, rather than opposition», — Goncharov has underlined.
Thus, he has noticed that Medzhlis, using these resources, meanwhile could not achieve the main strategic problems, and in the given aspect of the critic of Crimean Tatar oppositions is objective.«However it is necessary to consider and that the Ukrainian political circles, actively co-operates with which Medzhlis, consider Crimean Tatar national movement, as a change, as means of reception of the power, but not as independent value. Efforts of only Medzhlisa is a little, it is necessary also political will of the central management of the state which does not hasten to satisfy yet interests of the Crimean Tatars as the subject of the auctions for voices of Crimean Tatar electorate», otherwise, will disappear, — the expert complains.
Goncharov also considers that «for today there are objective tendencies to decrease in influence of Medzhlis on the crimean Tatar population of peninsula caused both external, and internal factors, however is more effective, rather than Medzhlis, at various levels represents interests of the Crimean Tatars can nobody. Continuing to influence 60-65 % of the Crimean Tatars (i.e. possessing actual legitimacy), Medzhlis remains the favourable political partner for forces so-called« orange »a spectrum and the main representative of interests of Tatars of Crimea on international scene, and, hence, has more possibilities for realisation of the purposes and problems of Crimean Tatar national movement».
Thus, according to A.Goncharova, meaningful dialogue between Medzhlis and opposition is hardly possible in the near future, as split in Crimean Tatar national movement is favourable to variety of the political forces competing to representatives of Crimean Tatar elite on elections in local authorities. «These forces with approach of elections in the Supreme Rada of Crimea will undertake attempts to deepen existing split, earning on it political dividends», — summarised A.Goncharov.
