RESOLUTION
of the Solemn Meeting in honour of the Day of the Republic —
92-nd Anniversary of Establishment of the Crimean ASSR


On 18 October 1921 according to the ordinance of All-Russian Central Executive Committee and the Council of People’s Commissars of RSFSR the Crimean Autonomous Soviet Socialist Republic was established.

 

According to the declaration of the People’s Commissariat of Nationalities No. 23/121 dated 25.10.1921 the establishment of the Crimean ASSR meant «a range of social changes intended to satisfy all needs of labour elements of the indigenous people of the Crimea», and aimed at «satisfying primary needs of the local indigenous people», «setting confidence from the part of the indigenous people» and «assigning the maximum of autonomous rights and initiatives for large labour masses of the indigenous people concerning their cultural and economic renaissance».

 

After total cleansing of the peninsula of its indigenous inhabitants in June 1945 the Crimean ASSR was liquidated and transformed into a regular region with ethnically homogenous population.

 

69 years have passed since the times of that awful tragedy. But still on the 22-nd year of independence of Ukraine the Crimean Tatar People has not been rehabilitated by law.

 

Starting with 2010 the President of Ukraine Yanukovich and the Government of Ukraine have taken several steps for resolution of the Crimean Tatar issue. Unfortunately, those initiatives were situational and were not systematic.

 

Now Ukraine has finally chosen the direction of foreign policy integration — association with the European Union as a priority.

 

In November 2013 Ukraine is going to sign the Agreement of Association with EU. But in the list of obligatory conditions that Ukraine has to fulfill before signing the Agreement of Association with EU there are no demands on observance of rights of indigenous nations of Ukraine, no condition on restoration of rights and rehabilitation of the Crimean Tatar people repressed before and also other ethnic communities repressed due to the ethnic background.

 

Based on the foregoing and emphasizing our aspiration for high standards of European democracy, we, the participants of the Solemn Meeting in honour of 92-nd Anniversary of Establishment of the Crimean ASSR:

 

1. Appeal to the President and the Government of Ukraine:

 

1) To establish immediately a State Commission/Working group for drafting, adoption and bringing into force the law of Ukraine «On restoration of rights and rehabilitation of the repressed Crimean Tatar people» complying with the expectancies of the Crimean Tatar people, the legislation of Ukraine and the requirement of international law in respect of indigenous nations.

 

2) To take necessary measures for restoration of rights of the direct victims of repressions and expulsion in 1944, through applying on Crimean Tatars, Germans, Greeks, Bulgarians, Poles, Armenians the operation of the law «On rehabilitation of the victims of political repressions in Ukraine» on a full scale, through introduction of corresponding changes to the discriminative Decree No. 963-XII dated 17.04.1991 on the procedure of putting this law into effect.

 

3) To restore the integrity of the Crimean Tatar people restoring and providing full validity of Bishkek Agreement and financing the State program for returning repressed people from the places of exile and their settlement in the historical homeland, in the Crimea.

 

2. We appeal to the heads of the European Union and of the countries-members of EU:

 

1) To set as a condition for Ukraine the demand on observance of rights of indigenous nations of Ukraine, on restoration of rights and legislative rehabilitation of the repressed Crimean Tatar people, as well as other ethnic communities repressed due to the ethnic background, among other conditions for signing Agreement of Association with EU.

 

2) To show the adherence of the European Union to the principles of humanism and mutual support of states and nations in fact, not in word, supporting by documents the legal and the financial participation of the European Union in resolving the whole range of issues of returning and settlement of the repressed Crimean Tatar people in the Crimea, as well as of other ethnic communities repressed due to the ethnic background.

 

Without observance of these terms the lawfulness and the legitimacy of signing the Agreement of Association with EU would raise great doubts from the point of view of compliance with the standards and norms of European and international law, Universal Declaration of Human Rights, the Declaration of ONU on liquidation of all forms of racial discrimination, the Declaration of ONU on the rights of indigenous nations.

 

NO to the Agreement Ukraine-EU without adoption and bringing into force of the Law of Ukraine «On restoration of rights and rehabilitation of the repressed Crimean Tatar people»!

 

NO to the Agreement Ukraine-EU without prolongation of validity of Bishkek Agreement on the issues connected with the restoration of rights of deported persons, national minorities and nations!

 

NO to the Agreement Ukraine-EU without organized returning and proper settlement of the repressed Crimean Tatar people in the historical homeland!

 

NO to the Agreement Ukraine-EU without fair solution of land issue for returnees!

 

NO to the Agreement Ukraine-EU without state official status of the Crimean Tatar language in the Crimea!

 

YES to rich and powerful Crimean Republic!

 

YES to uniting of nations inhabiting the Crimea!

 

YES to joint work of these nations aimed at the prosperity of the Crimean Republic!
