14th March 2012, the press-service of Mejlis informed that «7th March 2012 the People’s deputy of Ukraine M.Dzhemilev brought a draft Law «On Conception of ethno-national policy of Ukraine» to the Verkhovna Rada (Parliament) of Ukraine for registration after two-week-old public discussion».
They gave this information with such pomposity that not provoke any doubt that the society and Crimean Tatars are to estimate this significant fact as next big «victory» of Mustafa Dzhemilev.
We take in inverted commas the word «victory» because in reality a history and way of the present draft law has longer prehistory than it was presented in the information of the press-service of Mejlis.
Who is quicker — Cabinet of ministers of Ukraine or Dzhemilev?
12th March 2012 the draft law with analogical name was given to the Verkhovna Rada of Ukraine on behalf of the Cabinet of ministers of Ukraine. Naturally, enough long and careful preparation was preceded by this step.
Here information of the press-service of the Ministry of Culture of Ukraine from 2nd 2012: «Cabinet of ministers approved the draft Law of Ukraine «On Conception of state ethno-national policy of Ukraine» at the meeting from 29th February». The draft law was developed by the Ministry of Culture for realization of the Decree of the President of Ukraine № 615/2010 from 14th 2010 «On additional measures for resettlement of Crimean Tatars, other persons deported by national sign, their descendants, who returned or return for permanent residence in Ukraine».

If to take up history of question that first the Cabinet of ministers gave its draft Law on ethno-national policy to the Verkhovna Rada of Ukraine 29th December 2008.
10th July 2009 the draft law of the Cabinet of ministers of Ukraine was sent for revision under recommendation of the Main scientific-expert administration from April, 15, 2009. 11th March 2010, a draft was finally taken off from consideration.

Today we were informed, with ceremonial fanfare of the press-service of Mejlis, that «the People’s deputy of Ukraine, chairman of Mejlis of the Crimean Tatar people Mustafa Dzhemilev brought in own draft Law «On Conception of state ethno-national policy of Ukraine in parliament of Ukraine!» (orthography of source was preserved)
And was there a boy?
We would like to receive answers of next questions before to share delights of hurray-patriots.
1. Who is author of this draft law?
Judge from statement of the press-service of Mejlis — author of this draft is Mustafa Dzhemilev himself. At web-site of the Verkhovna Rada of Ukraine the developers of draft also are not shown. Consequently, the possible answer arises — an initiator of draft and developed it.
However, the Ethno-national Policy of State — is too responsible, many-sided and multi-plan task to be solved by one person. But, namely, such conclusion proceeds from statement of the press-service of Mejlis — Mustafa Dzhemilev personally took responsibility to define ethno-national policy of Ukraine.
If to take, for example, the draft of the Cabinet of ministers of Ukraine — it shows that the Ministry on culture worked over draft — that is entire staff of specialists.
Besides, the draft of the Cabinet of ministers of Ukraine:
Considered and approved without remarks by:
Ministry of economic development and trade,
Ministry of regional development, building and housing-municipal economy
Ministry of finance,
Ministry of justice.
Considered and approved with remarks which were taken into account as a whole and partially by:
Ministry of foreign affairs
Ministry of education and science, youth and sport
State committee of television and broadcasting
National academy of sciences of Ukraine
In draft by M.Dzhemilev there is no even hint on any concordance and approval on the hand other ministries and governmental institutions. That again allows us to «admire» by legislative talents of M. Dzhemilev, allowing him alone to solve problems of state meaning.
2. Where, when took place «two-week-old public discussion of the draft law» by M. Dzhemilev?
What newspaper published the text of this draft for public discussion?
Who of experts and what NGOs took part in discussion of the draft?
How did they fix the results of the «public discussion»?
As the analysis of governmental resources and Mass Media showed, including open Internet-sources, a proposal for public discussion of the draft by M. Dzhemilev was placed only at web-site of Mejlis on February 20, 2012. According to this proposal, «after discussion of the draft with account of received proposals it will be registered in Verkhovna Rada of Ukraine».
Proceed from that a text of draft was placed for discussion at web-site of Mejlis and the text of draft was given by Dzhemilev are absolutely identical. Here two alternative each other of conclusion and a few questions arise.
Conclusion 1. There was no any discussion, and the information on «two-week-old discussion» is only next lie of the leadership of Mejlis.
Conclusion 2. The discussion took place, but any remarks and proposals were not taken into account by author of the draft.
And independently on selected variant of conclusions, are raised the reasonable questions.
1. Why did the draft concerning ethno-national policy of the entire Ukrainian state is placed for public discussion only at badly-visited web-site of narrow-ethnical and not legalized «representative body»? What about other ethnos and citizens of Ukraine? Will they have no right to discuss the draft concerning them?
2. Who decided that a discussion of the state draft is to be namely at web-site of Mejlis? Is the web-site Mejlis — the official governmental web-site, at which Ukrainian society constantly discuss state drafts and normative documents? Or the web-site is so well-known and popular in Ukraine that a majority of citizens of Ukraine independently on nationality begin their day namely from it?
3. Why did they give the draft by Dzhemilev in so urgent order -in a week exactly after appearance of information about approval of the draft of the Cabinet of ministers of Ukraine and before a week exactly to giving of a variant of the Cabinet of ministers to the Verkhovna Rada of Ukraine?
And here come a time for quite other analysis.
Law or PR — what is more important for the people’s deputy?
There is no a secret for anyone that in connection with intensification of oppositional forces among Crimean Tatars to M. Dzhemilev, the rating and authority of M. Dzhemilev falls with catastrophic speed.
Numerous documents come to light about connection of M. Dzhemilev and R. Chubarov to plunder budget resources, which were given for resettlement of Crimean Tatars.
The veterans of the National Movement of Crimean Tatars announced the impeachment to M. Dzhemilev and R. Chubarov, depriving the right to speak on behalf of the Crimean Tatar people.
17 non-governmental organizations united in Crimean Tatar People’s Front, appeared with unprecedented initiatives to the government of Ukraine about legislative restoration of rights and rehabilitation of repressed Crimean Tatar people.
Namely such formulation of a question was «successfully» avoided by Mustafa Dzhemilev for 20 years, taking Crimean Tatars to a political-legal deadlock and deprived own people all legislative achievements of the National movement were attained in USSR.
Accordingly, with deprivation of former power by M. Dzhemilev, the anti-Tatar and anti-Ukrainian forces being after him, which before actively used the leadership of Mejlis for destabilization of situation in Crimea, also began to lose their influence on peninsula.
As a result, Tatar disturbances were stopped, mass anti-governmental meetings and demonstrations left in history, they began to solve land question, Crimean Tatars and Russian speaking population of Crimea talked about mutual understanding and mutual respect…
Actually, with fall of influence of M. Dzhemilev started a process of consolidation of the public forces of Crimean peninsula.
This back dependence was noted not only by Crimean people and Ukrainian authority, but those who need weak Ukraine and with conflicts…
Namely, in connection with this fact, the question of restoration of former negative influence of the leader of Mejlis became urgent necessity for certain circles
So, in order to raise the authority of M. Dzhemilev were taken desperate efforts — beginning from visit of the commissar of Council of Europe on human rights Tomas Khammarberg to hasty public farce with giving of the draft «On conception of a state ethno-national policy in Ukraine» on behalf of the people’s deputy of Ukraine Mustafa Dzhemilev — in a week after information about approval of analogical draft of the Cabinet of ministers of Ukraine.
But why do we think it is the farce? What kind of reasons are there to speak about initiative of the people’s deputy and chairman of Mejlis so disparagingly?
We give these reasons.
They take old things!
The point is that advertised by press-service of Mejlis and some Mass Media so-called «draft by Dzhemilev» — is none other than the draft, which was developed 6 years ago by group of experts, in composition entered:
Natalya Belitzer, leading expert of the Institution on democracy by Pylyp Orlyk
Vladimir Yevtukh, member-correspondent of the National academy on sciences of Ukraine, dean of a department on sociology and psychology of the Kyiv national university by Taras Shevchenko
Alexander Mayboroda, professor, head of a department on ethno-political science of the Institution on political and ethno-national researches of the National academy on sciences of Ukraine
Vytalyi Nahmanovitch, expert, Congress of national communities of Ukraine
Elena Nyjnyk, manager of a department on regional policy of the Ministry of economy and European integration of Ukraine
Tatyana Pylypenko, head of the administration on nationalities of the State committee of Ukraine on nationalities and migration
Roman Romanov, manager of a program «Supremacy of right» of the International foundation «Rebirth»
Elena Semerkina, director of Center on legal reform and bills work by the Ministry of justice of Ukraine
Yulia Tyschenko, manager of programs on development of civil society of the Ukrainian independent center political researches
Refat Chubarov, people’s deputy of Ukraine
Present draft developed so respectable composition of experts, was given to the Verkhovna Rada of Ukraine on behalf of Refat Chubarov 6th June 2006.
In conclusion of the Main scientific-expert board of the Verkhovna Rada of Ukraine on the draft from 19th January 2006 was pointed out a number of non-revisions and disparities of some regulations of the draft to norms of effective legislation of Ukraine.
The draft by Belitzer-Chubarov was submitted for revision from which not came back.
So, in what, strictly speaking, salt of situation:
The draft by Mustafa Dzhemilev from 5th March 2012 is an accurate copy — literally — rejected draft of 2006! Without any changes and amendments, taking into account remarks of the Main scientific-expert board of the Verkhovna Rada!
What does it testify about?
Only that repeated hasty giving same draft, which once already was criticized and submitted for revision — no more than PR-move of the people’s deputy M. Dzhemilev who loses swiftly his authority and influence.
And more exactly — is a convulsive attempt to gain even some points on the threshold of coming parliamentary elections.
At the same time, neither M. Dzhemilev, nor standing forces after him have any doubt in sad fate of «Euro-Dzhemilev» draft. Even school low-achiever received «unsatisfactory» for essay, gives it again only after correcting of all indicated mistakes by teacher. But that is schoolboy for him the result is important.
Mustafa Dzhemilev, judging by his behaviour, a further fate of the draft was given by him without correcting (accordingly, which beforehand is doomed for repeated downfall!) is not interested in general. Took old things — very well!
The main thing — is PR!
Although… It is not excluded that the plans of the people’s deputy announced about opposition to effective governments can be more «long-range».
It is not excluded that M. Dzhemilev, giving a draft without indicated corrections by the Main scientific-expert board of the Verkhovna Rada of Ukraine and which was before rejected, tries to build a stalemate situation for the Verkhovna Rada of Ukraine.
It is impossible to adopt this draft, because there are no corrections were required by the Main scientific-expert board of the Verkhovna Rada of Ukraine.
To reject this draft — it means again to give occasion to M. Dzhemilev to fall on Ukraine from international tribune with accusations about non-solution of the ethno-national question, non-democracy, limitation of rights and so on. Naturally, «in defence» of «offended» people’s deputy all his euro-fan-club is not long in coming to stand up, as it was many times.
Think, Ukraine!
Here, strictly speaking, we end a story about human rights activist and legislator Mustafa Dzhemilev and «his» draft «On Conception of a state ethno-national policy of Ukraine».

Will be there a benefit for Ukraine from such sorry-legislators? Will do Crimean Tatars to rejoice and other national communities of Ukraine from such «cares» of the people’s deputy? Whose draft will be adopted by the Verkhovna Rada of Ukraine — Cabinet of ministers of Ukraine or «Dzhemilev-Chubarov-Belitzer»?
As one says — the time shows.
But, which an answer was not for these questions — one thing is absolutely clear today: and Dzhemilev himself and standing after him foreign «bosses» take all efforts to «exaggerate» artificially the authority of chairman of Mejlis — if not in the eyes of the Crimean Tatar people that even if before the world society.
The goal of these efforts is clear and understandable: preservation of Mustafa Dzhemilev in Ukrainian policy, and through him — «hand management» of Mejlis and restoration of former negative background in Crimea, which is so necessary for general weakening of Ukraine.
Do Crimean Tatars need it? Do Crimean persons of other nationalities need it? In the end — does Ukraine need it?
And who is flustered by the problems of «local Indians», when geopolitics is at stake!
