The ministerial council of Crimea plans to consider and confirm Strategy of development of autonomous republic till 2020. On the eve of presentation scandal has inflamed: the Russian scientists have accused the Ukrainian authors of the document of «ignoring of value of the Russian Federation» for peninsula development.

In the summer it was supposed that strategy the group of the Russian scientists under the direction of general secretary will develop EvrAzES, the academician, the deputy of the State Duma Sergey Glazyev. But as a result the collective of National institute of strategic probes (NISP) was engaged in the project at the president of Ukraine over whom young scientist Andrey Yermolaev supervises. The Ukrainian project which at all stages was coordinated with Crimean and the Allukrainian governments, will be presented today.

To New Year’s vacation he will be submitted for consideration the autonomy parliament which deputies have assured yesterday «IN» that problems with the statement won’t arise.

Though officially the text hasn’t been published yet, on the Internet there were different versions of the document. And on the eve of official consideration the Crimean mass-media have published Sergey Glazyev’s opinion concerning the strategy project. The response has caused scandal as the Russian politician and the scientist, according to agency «E-Crimea», has specified on «superficiality and the general character of offered directions of development of economy of Crimea, absence of concrete measures on their realization», and also on «declarative character of target indicators, their absence

He has especially paid attention to that fact that the Ukrainian authors of the document have ignored «obvious value of Russia which is the basic consumer of production structure forming branches of the Crimean economy (tourist-recreational, medical, transport services, production of an agrarian and industrial complex) and the supplier of a crucial source of raw materials». Instead of orientation to perspective rapprochement of Crimea with Russia the Ukrainian scientists have suggested to consider peninsula as «the subject of uniform economic space of Ukraine and the Black Sea subregion. Not to mention absence of such uniform economic space, surprises ignoring by authors of actually existing zone of free trade of Ukraine with Russia which offers to the Crimean economy essential competitive advantages», — has transferred Glazyev’s words news agency.

Director NISP Andrey Yermolaev in the comment «IN» has noticed that till the moment of definitive approval of the document early it to estimate. However has specified that according to a task in view the Ukrainian scientists considered Crimea as one of the Ukrainian regions, having unique features: «Successful Crimea should become the national project. Round Crimea always was a lot of policy, but it is not enough — economically well-founded and socially defensible calculations and decisions. We aspired not to transform strategy of social and economic development into the political manifesto.Besides, strategy assumes also working out of the concrete plan of realization — according to the formulated purposes, priorities and stages. And foreign policy of Ukraine which component is Crimea, Simferopol, and Kiev forms not. Problem of NISP and the Crimean government consisted in creation of economically well-founded strategy — definition of priorities of development and the offer of system of actions and the measures, allowing to realize huge potential of Crimea ».

The chairman of the council of Taurian institute of regional development Andrey Klimenko has declared one of these days to the Crimean mass-media that strategy deducing for frameworks of a traditional triangle Simferopol-Kiev-Moscow is one of the main advantages of the new document. «To Moscow — one and a half thousand kilometers, to Kiev — one thousand, and to Turkey from Yalta — only 300 kilometers. We are obliged this geographical factor to consider», — the expert has explained, having noticed that in the Black Sea region Crimea till now remained the outsider.

The professor of political science of university «Kievo-Mogiljanskaya academy» Alexey Garan agrees that to change this situation probably only attraction of investors from the different countries. «After all orientation exclusively on the Russian partners excludes a competition and frequently leads to political gamble», — the expert considers.

Such atmosphere was created in Crimea by all representatives of the Ukrainian power who in a manual mode, without any strategy and accurate reference points steered autonomous republic before, the first is assured Vladimir Kazarin.« Victor Yanukovych — the first president who has turned a close attention on a situation. In August it has spent the session first for last 20 years in which have taken part not only representatives of local authorities, but also the head of the Supreme Rada of Ukraine, half of government, scientific, experts in Crimea. There was a task in view to develop the complete concept which as much as possible would consider all features of autonomous republic and could become a basis of development of Crimea », — he told. Kazarinov has underlined that the Ukrainian power is guided by cooperation with all interested partners as it is a question of different lines of activity — from tourism and agriculture to the high technology industry and power saving up technologies.« It is clear that on prospect of 20-30 years it is necessary to be guided by transformation of Crimea into a good international resort. But if to speak about the next years, to revive resort potential of Crimea it is possible only renewal of communications with Russia », — the official considers.

He is assured that already today all misunderstanding arising earlier, will be resolved. «Changes is always complexities. More recently the Russian businessman Alexander Lebedev who has made much for Crimea, has declared pressure upon it, has threatened to curtail all Crimean projects. But by the present moment the head of Ministerial council of Crimea Vasily Dzharty recognized that it was misunderstanding, members of the government have apologized the Russian investor. Misunderstanding are possible, but the statement of the strategic concept of development of Crimea, I hope, will reduce their quantity to a minimum and will allow to avoid many conflict situations in the future. Game by rules is always better», — Kazarin has told.
