The chairman of Genichesky regional council of the Kherson area Sejtumer Nimetullaev has prepared and has handed over documents which are necessary for his purpose by the head of the Bakhchsarai regional state administration.

«Yes, I already was on reception in Council of Ministers, on reception in the Supreme body. I have handed over all documents, the necessary documentation. We had a conversation on the Bakhchsarai area», — has explained Sejtumer Nimetullaev, having added that the President of Ukraine Victor Yanukovych «in a business course». At the same time he has found it difficult to answer, whether representation on his purpose is submitted already.

In case if this appointment occurs, among priorities on a post of the head of Bakhchsarai administration Sejtumer Nimetullaev has named carrying out of a policy of the president and the government, counteraction to international conflicts and equality of all before the law.

Sejtumer Nimetullaev also has informed that he is the Crimean Tatar, is the party member of regions and a member of political council of party. In last presidential campaign was the authorised representative of candidate Victor Yanukovych.

According to the chairman of Bakhchsarai regional state administration Ilmi Umerov, in case of decision-making on his resignation, 109 deputies representing in local councils of the Bakhchsarai area Kurultaj, the powers are ready to combine. This Ilmi Umerov has declared, making comments on the information on possible appointment to the post of the head Bakhchsarai DSA the present chairman of Genichesky regional council Sejtumer Nimetullaev.

«They have already collected signatures and have made corresponding official statements», — has underlined Ilmi Umerov and has added that the given quantity of deputies makes more a quarter from total of deputies of councils of all levels in the Bakhchsarai area.

He also has informed that about prospect of purpose of Sejtumer Nimetullaev has learnt from messages of mass-media and that is not going to undertake any measures to remain on a post.
Ilmi Umerov has informed «the Event» weekly journal that has no any information on the resignation, but «feels as if a hook under an edge have thrust and have suspended». Earlier the official has undergone all procedure of coordination on repeated purpose.
Meanwhile, the head of Medzhlis Mustafa Dzhemilev has informed «Events» that Nimetullaev «in all follows that his party tells».
«I do not think that he can work in the Bakhchsarai area, basically, he will not be allowed to work», — the leader of Medzhlis warns.
Meanwhile in the statement Bakhchsarai regional Medzhlis to a management of Ukraine and АRC it is said that removal of Umerov will be perceived by the Crimean Tatars as discrimination to a national sign ».
As well as in Kirovsk area participants of an extraordinary session of deputies of all levels of the Bakhchsarai area — the Crimean Tatars «have expressed general readiness in case of scandalous ignoring of the rights and interests of the Crimean -Tatar people to resign».
Its authors ask not only to leave Umerov on a post of the head Bahchisraj DSA, but also to restore Kadyr Osmanov on a post of the head of the Kirov area.

Political scientist Nadir Bekirov considers that in case of purpose of Sejtumer Nimetullaev by the head of the Bakhchsarai regional state administration he has every chance to get support of the Crimean Tatars, both in the Bakhchsarai area, and in Crimea as a whole.

Nadir Bekirov, in particular, has noticed that for the present early something to tell concerning purpose of the chairman of the Bakhchsarai administration as there is no decision of the head of the state. «The comment early to give, because have submitted documents on Sejtumer Nimetullaev, have in the same way submitted documents and on Ilmi Umerov, it is a preliminary stage. Documents on 15 people there can be submitted. It is normal procedure, lobbying in the device of the president. Before decision-making it is usual the technician and any policy», — the expert has explained.

At the same time, answering a question on reaction of Medzhlis and the Crimean Tatars, in a case if Ilmi Umerov nevertheless is not appointed by the head Bakhchsarai DSA, Nadir Bekirov has underlined that «it is not necessary to confuse reaction of Medzhlis and reaction of the Crimean Tatars». As he said reaction of Medzhlis will be negative, attempts of boycott or any other protest actions will be probably undertaken.

«But reaction of the Crimean Tatars can be quite moderated either neutral, or benevolent. At least, parts of the Crimean Tatars. In the Bakhchsarai area Ilmi Umerov has supporters, but I know precisely that there are also opponents who would like on this post of any other person. If so happens, in their person Sejtumer Nimetullaev will find support, including among the Crimean Tatars of the Bakhchsarai area, and support in Crimea as a whole. Because this person has quite good reputation among the Crimean Tatars, well and that environment in which he lives», — has declared Nadir Bekirov.

Making comments on the statement of Ilmi Umerov that in case of it from the rate of 109 deputies of local councils of the Bakhchsarai area from Kurultaj the deputy powers will combine, Nadir Bekirov has not excluded a situation at which a number of deputies, really, will refuse the mandates. According to the expert, considering that fact that elections in local councils, most likely, will take place on October, 31st, any deputy putting powers, practically risks anything. «Everything that it was necessary for achieving within the limits of the deputy powers for him personally, by this time, I believe, they have achieved», — the political scientist has explained.

According to Nadir Bekirov it will be fine gesture after which it is possible «to fall down from responsibility for those social processes which now go: an insufficient standard of living and all the rest».
«I do not exclude that in this situation in Bakhchsarai, or in any other area, deputies who do not feel the responsibility before the voters, and try to follow in a loop of a policy of Medzhlis, they can make so. Because they lose nothing», — has declared Nadir Bekirov.

At the same time he has underlined that if to spend protest actions and demarches they should be spent, beginning from above — with the Supreme Rada of Ukraine, instead of to substitute officials-Crimean of Tatars on places.
