Where Does Crimea Sail Away?

What prospects peninsula has, what is crimea waiting in the near future how to reconstruct an autonomy, and what history is necessary for Crimeans — the chairman of the council of Taurian institute of the regional development, the deserved economist of Crimea, political scientist Andrey Klimenko has told about it to «Rosbalt».

— I think that time today has come to get rid of a myth about Crimea as about tourist mecca. Time has come to understand that, since second half of 90th years, tourism gives only 7-10 % of gross national product of Crimea. It will not begin to bring the big income — we should consider it. The resort-tourism sphere gives an employment of seaside cities — thanks God. But it is impossible to connect superexpectations with this direction it it is erroneous, it is harmful.

— And what about  that resource which is considered in Crimea the main — the earth?

— Here the huge problem is concentrated. Since 2003, the peninsula territory has got under external management of the developer companies. These companies selected the ground areas, created projects on them for the purpose of the further resale. They also have provoked a ground fever to which the Crimean elite was not able to resist. For money they handed over resorts, beaches, prospects…

What can Crimea offer today?

I is a main point — what can Crimea export today? Except tourism and wine, of course, after all both these directions are narrow enough. The export goods of Crimea in the globalized world in 21 century can become the Black Sea safety — as a product which is made here and is generated in environment.

Besides technologies of global dialogue of a Christian and Islamic civilisation. After all the problem of coexistence of these two civilisations is a problem of a new century, and to Crimea has what to offer for working off of details of this dialogue.

One more potential direction are technologies of mass treatment. Not tourism, namely treatment. After all in due time Crimea also became tourist mecca to the Russian empire just because here were treated for a tuberculosis of elite and intelligency. Even Livadiju Romanovs have bought just because the wife of emperor Alexander was ill with a tuberculosis. Chekhov has got over to Yalta for the same reasons.

— And where is the industry in your list

— Without the industry there will be nothing in Crimea. If we kill her, the population of all peninsula will be the same, as in modern Yalta and Alusht — yard keepers, headwaiters, chamber, sellers and taxi drivers. The layer of technical intelligency is by all means necessary to us. Other question — which industry is necessary to us. We should study logistics, conditions, a conjuncture. Probably, it will be technologies of new power, either a pure foodstuff, or transport — sea or air — the centres

— Today prospects of Crimea are much spoken about in a context of possible creation here a free economic zone

— I would not be so optimistical. As one of pioneers of this movement, created the first in Ukraine FEZ in 1995, — I confirm, that is it very much a question at issue. In it is total the corrupted state any body which will make decisions on granting and an unaccordance of privileges to enterprises FEZ, will do it proceeding not from interests of territory, and by a principle — who will give recoil more

Today Crimea desperately does not have new local elite — that will incur responsibility for all peninsula, instead of for separate ethnic groups. Present representatives of elite, since 1990th years, in the majority behave as marauders on an occupied territory. Any most beautiful models of the future remain models if they could not be realised

— What role the independent status of peninsula can play in it?

— It is necessary to sate an autonomy with new sense — in a former paradigm of the existence it was at a deadlock. After all what for the autonomy at the very beginning of 1990th years was created? The first thought was such — if Ukraine leaves structure of the USSR Crimea as the subject of the Allied contract remains as a part of Soviet Union. The second thought — the Crimean Tatars with idea of a national autonomy in large quantities come back. It was necessary to intercept, outstrip this idea. These are two ideas which underlay Autonomous republic Crimea creation though were not articulated thus aloud. Today these ideas are already irrelevant.

One more argument. The historical pendulum of political process in Ukraine has at first read off scale in one party — now it comes back in other position. If today there is in an equilibrium condition a problem with the rights of the Russian-speaking population — that, it will turn out that Simferopol should not defend from Kiev. Therefore it is necessary to search for new senses of existence of Autonomous republic Crimea. In what they will be are a subject of new discussion and new intellectual efforts.

Besides, today the new capital is necessary to Crimea. New — in a broad sense. After all capital functions is to set cultural, municipal both what want a fashion and style. A capital role — to do so that at a province was on whom to equal. Objectively Simferopol has ceased to carry out these functions.

— What, in your opinion, it is necessary to do in Crimea in intermediate term prospect?

— First, the next 5-10 years it is necessary to liquidate language illiteracy. We should teach people English language in large quantities. It is very desirable, that we knew Crimean Tatar- well if not present, at least, following generation. And we should know the Ukrainian language. I with the big enthusiasm have heard, as the same mister Tsekov (the chairman of public organisation «Russian community of Crimea», — a comment of «Rosbalt») has told that in Crimea indexes should be in four languages. I agree completely.

Besides, mass liquidation of historical illiteracy is necessary to us. If we have normal, full, an interesting story of Crimea which is not present till now we have very many myths which are used today by politicians of any orientation.

The history of Crimea should not be only history of wars and governors. It should be history of people. After all, by and large, last three centuries of history of peninsula is a history of constant deportations. Have at first taken out the Crimean Greeks to steppes of Mariupol, then two waves of emigrations of the Crimean Tatars, then settling of Crimea by colonists — Russian, German, Estonian have imported other Greeks, then. Then deportations of 44th year. Then reorganisation with its overflowings of huge weights of people. Us have been taught to enmity, but have not been taught own history. Namely ignorance gives rise to intolerance.
