The power wants dialogue with Medzhlis again. Moreover, the prime minister of an autonomy Vasily Dzharty is literally for a week has changed categorical tone on reconciliatory and is ready to look for the earth for Crimean Tatars needing it. Already again the parties have sat down for a negotiating table that all to begin with a blank leaf. About council of representatives of the Crimea Tatar people, created at the president, nobody remembers.

All power to councils

Relations of Medzhlis of the Crimean Tatars and the power never were equal, but all last year they only were wound to a condition of the compressed coil. Mezhlis has twice refused the beginning of year to Victor Yanukovych: at first to support his nominee on a post of the president, then to vote in SR Crimea for resignation at that point in time the speaker of an autonomy Anatoly Gritsenko. Such, apparently, don’t forgive. Some months have left on search, apparently, the possible compromise, but it was only illusion. The conflict spring was straightened, when in the beginning of August leaders of Medzhlis haven’t come on a meeting with the president and have refused to participate in meeting on problems of repatriates where, besides them, have on equal terms been invited representatives of several national public organizations oppositional to Medzhlis. In the answer the president has assigned all responsibility for meeting failure to Medzhlis, reformatted structure of council of representatives and a principle of its formation. If earlier the head of the state only confirmed its structure where members of Medzhlis now nominees of councilors are brought by the guarantor entered only. As a result in the updated advisory body there were all the same opposing to a Medzhlis public organizations, and Mustafa Dzhemilev and his deputies have refused to participate in it. But also with new council to cooperate, apparently, nobody prepared. Since summer of last year its any session to this day hasn’t taken place. «On September, 19th in the morning all of us have quickly notified that the first organizational session of council at level of an autonomy with participation of prime minister Dzharty next day should take place, — the councilor, one of leaders of the organization« Milli Firka »Vasvi Abduraimov has told 1К -« However this very day in the evening we have rung round and have told that session is transferred without day». In his opinion, this situation became a starting point for certain unofficial arrangements of the power with Medzhlis. « Why council doesn’t work, it is a question not to us, and to the power, — Abduraimov tells. — We are ready to bring the operating time, offers under the decision of those or other problems within the limits of the agenda which was sounded by the president, and those commissions which it publicly gave to Azarov and Dzharty ».

On the high tones

However the official power, seemingly, didn’t remember all this time neither Medzhlis, nor about its opponents in national movement. The prime minister was ill, and without him to agree is senselessly. One week ago already Vasily Dzharty has addressed with the post card to Mustafa Dzhemilev about destiny of self-captures. «My reference is dictated by intention to put an end to a situation connected with so-called Crimean Tatar ground self-captures. Further to be reconciled with orgy of lawlessness the Crimean power doesn’t intend», — it was told in the document. Having seasoned the reference with set of compliments to Dzhemilev, Dzharty nevertheless has sharply enough demanded to clean self-captures and has let know what to stand on ceremony any more won’t be. «In case of absence of reaction to my offer on discharging of autocratically grasped sites I will direct the corresponding reference to law enforcement bodies and Office of Public Prosecutor with the requirement to take immediate measures to infringers», — the prime minister has told.

Dzhemlev has answered even more sharply, having sent the prime minister… To council of representatives of the Crimean Tatars at the president. «Perhaps, he will address to us to leave Crimea?» — the chairman of Medzhlis was indignant, having declared that, under his data, only 17 % of self-captures in Crimea concern repatriates. «In total to the Crimean Tatars it is allocated about 49 thousand ground areas. So from them about 46 thousand — result of self-captures, after legalized. If strictly followed that is necessary the Crimean Tatars in general would be without the earth», — Dzhemilev has told, having warned compatriots that they need to prepare for pogroms from the power. «The right, I don’t know, when they have planned to do it (a pulling down of self-captures) . Anyway it won’t end well. Can reach bloodshed. Especially it is real there where on sites the habitation is already constructed and the person has spent everything that had, on building. Houses will take down together with people. Naturally, reaction is unpredictable », — Dzhemilev has declared.

After such correspondence skirmish about the compromise, apparently, couldn’t be and speeches, however in a week Refat Chubarov and Vasily Dzharty nevertheless have met for negotiations. According to Medzhlis press-service, this time tone of dialogue was reconciliatory. Chubarov has asked the prime minister to provide in the budget not less than 87 million UAH. On arrangement of repatriates (past year for these purposes it was planned 4,5 million UAH.) also has received assurances of Dzharty of refusal of use of force against self-aggressors.Moreover, as the pilot project of premieres itself has suggested to define within a month in Simferopol and area a ground file where needing sites under individual habitation can receive them, including participants of «protest glades». Naturally, not all. «For whom self-captures were the commercial project, of course, will be eliminated», — has underlined Dzharty. But even in this reconciliatory dialogue the different lines of thought of the parties to the decision of a ground problem appear absolutely. It is necessary for Chubarov «to go gradually, step by step» from each site to the most problem files, and Dzharty would be desirable «to pull out a cog», to solve a problem for a month one resolute gesture.

If there is no understanding…

In the meantime Mustafa Dzhemilev who has interrupted dialogue with the power in Ukraine as though intentionally shows successes of the personal diplomacy on international scene. In Turkey where the politician has visited this week, it was accepted by the president of the country Abdulla Gjul and the state minister Faruk Chelik. In both cases it was a question of strengthening of the help of Ankara in building of national schools, kindergartens and habitation for repatriates. Medzhlis asks Turkey to accept the new program of building or the repayment of thousand apartment houses for the Crimean Tatars as that that operated in 90. The president of association of Turkish chambers of commerce and commodity exchanges Ryfat Hisardzhiklyoglu has promised to Dzhemilev to assist in building of a complex of objects for the Crimean industrially-pedagogical university (a hostel, sport club, library and other) budget cost about $17 million And the Ukrainian deputy has had time to complain to Mevljut Chavushoglu the president of PACE on Dzharty for his categorical letter on self-systems. If to trust Dzhemilev, that has expressed concern a situation in Crimea and has promised to direct to an autonomy the commission of the PACE as a part of delegates of EuroParliament for observance monitoring the obligations taken on by Ukraine. Clearly, Turks far not altruists and much too don’t promise, but the vector of aspirations of the leader of Medzhlis and the sum about which there is a speech, are called, more likely, to underline scanty volumes of the means directed by Kiev on the decision of problems of repatriates, and to show to the international public absence of mutual understanding between the Ukrainian power and the Crimean Tatars. And at the same time and to strengthen authority of the leader of Medzhlis in the opinion of compatriots.

Impulsive throwings of the power from ultimatums to reconciliation, from demonstrative rupture of relations to spontaneous search of ways of an exit from deadlock only confirm absence of understanding how to solve a problem of self-captures (the rest the power interests in last turn), that both sheep were whole, and wolves are full, and the European Union remained it is happy with Ukraine. However following the results of a meeting of Dzharty and Chubarov premieres has given commissions to his deputies — and may be, business this time will move from a dead point.
