Already by tradition the power recollects problems of the Crimean Tatars a month before May, 18th, and this year did not become an exception. On the eve of 66th anniversary of deportation Medzhlis wishes to receive a maximum under the list of the requirements. Kiev does not promise even a minimum. As there will be relations of the new power with the Crimean Tatars, will depend in many respects on personal meeting of Mustafa Dzhemilev and Victor Yanukovych.

Bermudas triangle

The list of requirements of Medzhlis to the power same long, as well as a box in which they are put by official Kiev. The first about what members of Medzhlis with the new head of the state wish to speak, — the bill «About restoration of the rights deported to a national sign». And without becoming the law, he has had time to endure some editions and 6 years wanders in a triangle between parliament, the president and Ministry. Somewhere in between Timoshenko and Kuchma there was still a variant of the bill from Goskomnats, but very few people remembers it. Later 6 years have returned to with what began, i.e. To an empty place, and now Medzhlis will try to convince Yanukovych to support its variant of the bill. In reply to such written offer the guarantor, according to Dzhemilev, has kept silent, and here prime minister Nikolay Azarov has promised support of «regionals» in parliament. Same if not the question on restoration of historical toponymics has even more bearded history also. Here, however, all was limited only to conversations, short of a bill, in 2008 in a temper promised «ourukrainian» Oles Doniy, but there and then forgotten.

The second for importance degree — a problem of budgetary financing and arrangement of repatriates. For quite some time now Ukraine measures repatriation process by five-years periods and also plans corresponding expenses. Last such five years’ plan have confirmed even in stay by Jury Ehanurov’s prime minister, and this year its term expires. Not that that Kiev strictly followed own intentions, but in Medzhlis are afraid that if there will be no plan, financing in general will stop. We will tell, in 2009 planned to give under article «arrangement of repatriates» 102 million hrn., in summary have allocated half. For 5 years underfinancing has made already 103 million hrn. In the plan for current year on «five-years period» should be 124,6 million hrn., and Timoshenko’s Ministry in the project of the budget has measured on these purposes already 3,5 million hrn.« Is it a joke? — Dzhemilev is perplexed. — Take these 3,5 million hrn. Also tell that the Crimean Tatars are not necessary to us ».Vice-premier Seminozhenko has assured the deputy that this year Kiev will allocate 50 million hrn for arrangement of repatriates, but not from the state budget, and from stabilisation fund. «It means, will want — will give, will not- will not give», — the chairman of Medzhlis says. In general, Timoshenko’s joke can be pleasant to Azarov. As, by calculations of Medzhlis, expenses of the state budget on the following five-years period taking into account inflation will make a 1 billion hrn.

But the new power forces to be nervous national leaders not only because of money. The Crimean Tatars have already lost two ministerial portfolioes, and obtained compensation in exchange, obviously, do not consider as adequate replacement. Expecting to receive from the guarantor three posts of heads DSA (to reserve the Bakhchsarai and Kirov areas and to add to them Belogorsky), from the Crimean power Medzhlis achieves two more posts of the first deputies — in the Ministry of a building policy and in Minsocprotection. According to Dzhemilev, the consent to it was already given by speaker Vladimir Konstantinov, and here prime minister Dzharty has rested and is silent.

And at last, about the spiritual. Till the end of April Medzhlis wishes to solve a question on earth allocation under building of a cathedral mosque on Yaltinskaya street in Simferopol, and also to obtain the permit to erection of two mosques around the airport and on street of the 60 anniversary of October in the Crimean capital. The Earth is necessary and for a national museum in Simferopol. From local authorities Medzhlis name assignment twice the Hero of Soviet Union of the Amet-khan Sultan to the airport Simferopol and increases of the status of the Khan palace in Bakhchisarai to nation-wide level, with its subsequent statement as a monument of world value also achieves under the aegis of UNESCO.

Unenviable position

Yanukovych’s meeting with council of representatives of the Crimean Tatar people at the president should take place still two weeks ago, but for the unknown reasons an audience postponed. However, the head of presidential administration Sergey Levochkin has assured that till May, 18th the guarantor will necessarily accept the Crimean Tatars, and before let Sergey Kunitsyn to communicate with Medzhlis. Really, Kunitsyn though «an eye of the president», but his hands — Dzharty and Konstantinov. Thus concessions to Medzhlis should be balanced so not to call irritation of the slavic population of peninsula (all the same they are Yanukovych’s voters) but also not to drop authority of leaders of national movement in the opinion of compatriots. Approximately so it became at president Kuchma. By the way, he also has created council of representatives of the Crimean Tatar people, having legalised, thus, Medzhlis. By the way, Yanukovych, for last month two ten the various consultative structures which have got to him in the inheritance from Yushchenko liquidating at least, this council has not touched that it is already possible to consider as the first clear signal to Medzhlis.

Dzhemilev and his environment these impulses too catch and probe the new power on ability to carry on negotiations: it is necessary to ask more then will promise half, and will execute third. Medzhlis, on presidential election supported the defeated party, the fate of opposition at all does not wish to share and wishes to inspire it «yanukovichs».
