The Executive Committee of the Crimean Tatar People’s Front applied to the deputies of the Verkhovnaya Rada of Ukraine to support the initiative on adoption of the Law of Ukraine «On restoration of rights and rehabilitation of the repressed Crimean Tatar people» up to 18th May 2012.

450 nominal letters were prepared and were given to the Department of the Verkhovnaya Rada of Ukraine on March 30, 2012.

of the Crimean Tatar People’s Front 
to  deputies of the Verkhovnaya Rada of Ukraine

Dear deputies of the Verkhovnaya Rada of Ukraine!

The Executive Committee of the  rimean Tatar People’s Front applied to you as the deputies of the Verkhovnaya Rada of Ukraine with request to support the initiative of the Veterans of National Movement of Crimean Tatars and CTPF on adoption of the Law of Ukraine «On restoration of rights and rehabilitation of the repressed Crimean Tatar people» up to 18th May 2012.

18th May 1944, the Crimean Tatar people suffered the enormous tragedy — act of genocide. For a few days the entire people was violently exiled from historical Motherland, was put in goods trucks and was deported to different regions of USSR.

On one’s way people died of starvation, insanitary conditions and inhuman conditions of convoy. In places of deportation for fist years were died of starvation and illnesses, which were caused by lack of habitation and medical service, more 46% of deportees.

14th November 1989, the Supreme Soviet of USSR adopted the Declaration № 772-1 «On recognition of the repressed acts against peoples were suffered violent deportation as illegal and criminal, and providing with their rights»

According to the Declaration, the subjects of USSR were to adopt «the appropriate legislative measures for undoubted restoration of rights of all peoples were suffered repressions».

Unfortunately, the process of return, rehabilitation and legislative restoration of rights of the Crimean Tatar people was interrupted by collapse of USSR in 1991.

In independent Ukraine the restoration of rights and rehabilitation of the repressed Crimean Tatar people is not fixed in legislation up to now.

Already 20 years the unsolved Crimean Tatar question destabilizes a social situation on Crimean peninsula and discredits Ukraine as democratic legal state is guaranteeing an observation of rights and free development of all peoples.

Today as Ukrainian state as Crimean Tatars ripened to mutual understanding and joint search of mutual acceptable model of co-existence which guarantees and territorial integrity of Ukraine, and observance of interests of Crimean Tatars who suffered a genocide and exile, and a return of the indigenous people of Crimea to the historical Motherland — taking into account the equal rights of the entire multinational Crimean community.

Only, a good will and combined efforts of the government of Ukraine, people’s deputies, Crimean Tatar society and the entire multinational community of citizens restores the justice towards tragic destiny of the Crimean Tatar people.

Legal non-governmental organizations of Crimean Tatars united in the Crimean Tatar Popular Front officially confirms its aspiration to legal dialogue with Ukrainian authority and joint search of ways for solution of the Crimean Tatar question in Ukraine.

In connection of abovementioned we ask you within legislation of Ukraine and yours constitutional power to adopt all necessary measures for development, adoption and bringing into force the Law of Ukraine «On restoration of rights and rehabilitation of the repressed Crimean Tatar people» up to 18th May 2012.

Executive Committee of the CTPF

According to the effective legislation of Ukraine, the Appeal of the Executive Committee of the CTPF was accompanied by nominal official letter of Milli Firka, in which was proposed for deputies to consider the Appeal of the CTPF and to give answer in established terms.

The letters with list of addressees — people’s deputies of Ukraine were given in the Department of the Verkhovna Rada of Ukraine by representatives of CTPF.

Thus, according to the situation on March 2, 2012, absolutely all subjects of legislative initiative of Ukraine — deputies of Verkhovna Rada and committees of parliament of Ukraine, cabinet of ministers of Ukraine, President of Ukraine — received the official proposals on initiating of a process of development and adoption of the Law of Ukraine «On restoration of rights and rehabilitation of the repressed Crimean Tatar people» up to 18th May 2012.

These scale initiatives — are first official steps to the legislative restoration of rights of the Crimean Tatar people for 20 years.

During 20 years, having practically unlimited power neither M.Dzhemilev nor R. Chubarov took any legislative initiatives directed on rehabilitation and restoration of rights of own people, openly sabotaged appropriate decisions of 2nd, 3rd and 4th Kurultays.

As a result of sabotage of leaders of Mejlis, the Crimean Tatar people for 20 years not only didn’t achieve a legislative restoration of rights in Ukraine, but fully lost all achievements of the National movement, which in the end of 80s-begining of 90s of last century resulted to adoption of a number of documents of the Supreme Soviet of USSR rehabilitating Crimean Tatars and restoring their rights on territory of USSR.

Only after that as 8th October 2011 the veterans of National movement of Crimean Tatars declared the impeachment to M. Dzhemilev and R. Chubarov, and 3rd December on Meeting of veterans of the National Movement of Crimean Tatars took responsibility for destiny of people, the process of legislative rehabilitation of the Crimean Tatar people officially started in independent Ukraine.

Today when all subjects of legislative initiative of Ukraine received a proposal on initiative of the process of rehabilitation of the Crimean Tatar people. The answers of the appropriate bodies of government are receiving by CTPF testify the understanding of importance of the present question by effective government of Ukraine

The results of official correspondence of the Executive Committee of CTPF with bodies of government of Ukraine allow making a simple conclusion:

today as Ukrainian state as Crimean Tatars ripened to mutual understanding and joint search of mutual acceptable model of co-existence which guarantees and territorial integrity of Ukraine, and observance of interests of Crimean Tatars who suffered a genocide and exile, and a return of the indigenous people of Crimea to the historical Motherland — taking into account the equal rights of the entire multinational Crimean community.

There is no place for hysterical reproaches, public accusations, political demarches and everything was made by leaders of Mejlis for 20 years — in again born system of interrelations in Ukraine.

It is necessary to have a mutual good will, reasonableness, clear persistence, knowledge and correct use of international and Ukrainian legislation, sober estimation of a political reality and readiness to reasonable compromises.

Between Ukraine and Crimean Tatars is to be — and may be! — built a system of legislatively registered «contractual relations» — in political, economical, social areas — and these agreements strictly are to be observed by both sides.

Such new paradigm of solution of the Crimean Tatar question in independent Ukraine, is proposed by the Crimean Tatar  People’s Front and is supported by high bodies of government of Ukraine.
