The bill of Ukraine «About restoration of the rights of the persons deported to a national sign» at first is necessary for discussing in Supreme Rada ARC. It was declared by the head of the Crimean parliament Vladimir Konstantinov at personal computer session under international relations and problems of the deported citizens on November, 25th.

So, according to the speaker, the document needs to be discussed at first in the parliamentary commissions, at Presidium SR ARC session then on plenary session and already with editings and offers to leave to People’s Deputies of Ukraine.

Vladimir Konstantinov considers that in this case at the bill will be more chances of acceptance in the SR of the country.

Thus, according to the speaker, the author of the document — the leader of Medzhlis, people’s deputy Mustafa Dzhemilev — has arrived thoughtlessly, having sent the project on the statement of the Supreme Rada of Ukraine, without having discussed it preliminary in Crimea where the document will operate.

Head of SR АRC has added: «the Law which won’t pass through an autonomy, will be never realized, to it nobody will be in earnest as about the law which needs to be observed. <…> therefore I ask the commission, in the near future organize here its hearing, consideration, addition, discussion. All of us are interested in its passage».

Let’s remind, in 2004 the Law «About restoration of the rights of the persons deported to a national sign» already was accepted by the Supreme Rada of Ukraine, however the President of the country Leonid Kuchma vetoed the document.

On September, 16th, 2008 in SR of Ukraine the same bill only brought by the Cabinet of Ukraine at the initiative of the ex-prime minister Yulia Timoshenko has been registered. Thus the bill has been subjected to the critic from the Crimean Tatars.

On February, 24th, 2010 the People’s Deputy of Ukraine Mustafa Dzhemilev also has registered in parliament the bill of restoration of the rights deported on a national sign. However, according to many politicians and experts, and also Crimean Tatars, this document needs completion.

In August the President of Ukraine Victor Yanukovych has charged to the Prime minister of Ukraine Nikolay Azarov till November, 1st of current year to finish the bill taking into account interests of corresponding national communities and to submit it for consideration the Supreme Rada.
