Delegates of extreme congress of Circassians which has passed on Saturday in capital Karachaevo-Circassia, have accepted the resolution with requirement to restore the Circassian autonomy as a part of the Russian Federation. At congress the decision to create the international commission which will prosecute a subjects of restoration of an autonomy also was accepted.
Delegates intend to send the letter with the requirements to the president of Russia Dmitry Medvedev, prime minister Vladimir Putin and the plenipotentiary of the president in the North Caucasian federal district to Alexander Hloponin. Official reaction to the resolution of extreme congress of Circassians while is not present.
The organizer of meeting — Circassian public organisation Adyge Hase. In circulation organising committee on forum preparation it is said that «as things are now the Circassian people have in Karachaevo-Circassian republic no any legal prospect for the revival and development».
According to the organizers, the stage of congress second for the bill has been decided to collect because the similar resolution of the first stage (which has passed in November, 2008) with the requirement to restore Circassian autonomous region has been ignored by the authorities.
Adyge Hase supports a reconstruction of a Circassian autonomy in territory of Stavropol Territory since 1994 after movement congress has failed to trust to a management of Karachaevo-Circassian republic. According to supporters of movement, KCR should be divided, as any of the republic people, except Karachay, could not «properly selfrealize».
The Karachaevo-Circassian republic has been formed in January, 1922, its population makes about 430 thousand persons of 80 nationalities. According to census of 2002, Circassians among them of 11,3 %, make the majority make Karachay (38,5 %) and Russian (33,6 %). Thus last decades supervise over republic only Karachay.
The Circassian autonomous region existed as a part of the USSR with 1928 for 1957. Subsequently the region was a part of Karachaevo-Circassian autonomous region.
