Vasily Dzharty has headed Ministerial council of Crimea less than a month later after Victor Yanukovych’s inauguration. The new prime minister should justify expectations of inhabitants of peninsula which connect with Yanukovych hope of development of economy and improvement of relations with Russia. How the autonomous republic management will involve tourists to Crimea and to interest investors, Vasily Dzharty has told in interview to the correspondent of RIA Novosti news agency Dmitry Zhmutskij.

— You were in Kharkov at Victor Yanukovych and Dmitry Medvedev’s meeting and, having returned, have informed that presidents have agreed to renew work on the bridge civil-engineering design through Kerch strait.

— The governor of Krasnodar territory of Russia and I have been invited to Kharkov in the connection of this question. Dmitry Medvedev has told that Russia is interested, that bridge «Kerch-Caucasus» has been constructed by 2014, to the beginning of Olympic games in Sochi. The governor of Krasnodar territory was called to prepare the civil-engineering design.

I am assured that those commissions, which distances presidents of Russia and Ukraine, will be enough that process of preparation for building has grown. Now there is a preparation of the commission of Victor Yanukovych about bridge building. The intergovernmental working group will be engaged in the project.

Five-six predesign offers, including the civil-engineering design not elevated, but tunnel transport transition are considered. In different offers — different extent of the bridge, from 5 to 10 kilometres. By estimation, building will manage in billion dollars is short of expenses on a construction of access roads and other infrastructure. With an infrastructure cost fluctuates from 1,4 to 1,7 billion.

— In 2007 Russia suggested to finance building completely.

— I think, financing will be parity, 50 on 50.

— What is the benefit for Crimea from this project?

It is not even a benefit, but economic break. Bridge building are thousand workplaces. I think, thanks to transport transition attendance of Crimea will grow 10 times — and this development of recreational sphere, tourism. The bridge becomes a part of a large transport complex: it will include the airport, there will be a transfer of dry cargoes. When transition will earn, in Crimea other life will begin.

— How the decision to prolong for 25 years term of basing of the Black Sea fleet of Russia in Sevastopol will be reflected in Crimea?

— For us it means that Russia will continue to help the population of Crimea and Sevastopol. It is very important that we have found common language with people friendly to us. Agree, it is impossible to tell that Sevastopol is an Ukrainian city. It from time immemorial named Russian city, a city of Russian glory. And we should be proud that there is a Russian Black Sea fleet.

— In the spring of last year the Ukrainian commercial structures tried to establish the control over the Russian boarding house «Zarya» near Kerch, in the autumn — over the Russian sanatorium «Polet« in settlement Novij Svet. Whether the management of Crimea can prevent this process?

— Episodes about which you speak, really, do not do honour to Crimea and Ukraine. With assistance of the Ministry of Internal Affairs we will find a way to stop this orgy. I am personally ready to help within the limits of the powers to any Russian or Ukrainian structure which has the problems connected with raiders.

Investments are necessary to Crimea, means, here there should be comfortable conditions for business. We now develop a bill of Ukraine which will provide certain guarantees for any business coming to peninsula. We will try to introduce prior to the beginning of a deputy vacation this bill in the Supreme Rada.

— What branch of economy of Crimea, in your opinion, should be main: the industry, tourism or agriculture?

— On the first place, of course, there should be a tourism. On the second, probably, agriculture, with possibility of full processing of the grown up products, up to finished goods creation. For example, a children’s food. This market in Ukraine is almost free, we buy every year abroad children’s food on billion dollars.

The heavy industry in Crimea it will not be exact — it is necessary to protect the nature. But the branch of windenergy is perspective. In Crimea fine wind, investors — the French, German companies — stand in a queue. It is not excluded that we can export the electric power to Russia, help Novorossisk and Sochi.

— Now almost all taxes collected in Crimea leave to Kiev, and in exchange the autonomy receives transfers from the state budget. Do you accept such scheme?

— According to the Constitution of Crimea, all taxes paid in territory of peninsula, should remain here. However today Crimea is not ready to it — we receive from Kiev more than we give. I think, we will live till the end of the year under the developed scheme, but then we will start to defend the powers. Then we should work more effectively, to think thriftily. It is easier and more convenient to go, of course, in Kiev on offices and to ask money, but our purpose — economic independence of Crimea — costs any efforts.

— Becoming the prime minister of Crimea, you promised to put things in order in sphere of a distribution of land. Do you work in this direction?

— Certainly. To all who has illegally received the earth, it is necessary to leave it even if they have paid the big money to any unfortunate heads. The ministerial council has already cancelled two decisions accepted by the previous structure of the government. I have directed to the public prosecutor and in a central board of militia of the letter with the request to study some more cases. It is a question as a whole of illegal distribution of 600 hectares to Southern coast of Crimea and in Koktebel.

— In 2006 in Crimea initiative groups, mostly, from among the Crimean Tatars, have autocratically grasped in Crimea more than one and a half thousand hectares of the earth. What will be with these territories?

— These captures, basically, commercial — on the earth put time sheds, then try to make on its papers and to sell. There are people who have constructed on the grasped earth the house, live in them with children. Be my will, I would legalise such buildings. But anybody will not legalise commercial «self-captures».

— How do you plan to build relations with 250-thousand Crimean Tatar community? After change of a management of an autonomy the Crimean Tatars have lost a number of posts and now, probably, feel restrained.

— I consider that it is not necessary to concern to the Crimean Tatar people, as political party. The majority of the Crimean Tatars are interested in calmness in Crimea, but they are excited by unfortunate leaders who from any power demand posts and when are refused — declare, advantage of the people what is it derogates from. I am not going to make advances to a management of any people of Crimea, including with leaders of the Crimean Tatars.
