The security service of Ukraine has opened the gear of plunder of budgetary funds in one of regional departments of the State executive service in Crimea.

According to Central administrative board SSU press-service in Crimea, the scheme operated within several years and was used by almost all state executors of department.

Duties of executors included collecting from private persons of the penalties added by checking and supervising bodies for various administrative offenses. Under duty regulations, executors were authorized to accept at citizens cash, thus they have been obliged to use receipts and books of the established sample. Thus no other kinds of documents, for example, receipts on executive documents or cash warrants of the organizations, were provided by rules.

Employees of DSES counted that the debtors living in villages of area, will agree to pay the penalty personally to the executor to save time and money for the bank commission.

As a rule, the executor suggested the infringer to pay personally, promising to issue independently payment through bank. The majority of debtors was given to the representative of executive service by money, without demanding any documents in exchange.

The scanned copies of forms and the bank seals were stored in computers of officials about payment. By means of computer programs executors brought the data necessary to them in samples, then removed a x-copy from the false payment document and filed in executive business. Thus, it has been closed over 300 executive manufactures.

In total during existence of the scheme executors have taken hold of means at the rate about 50 thousand UAH. Debtors, as a rule, weren’t interested in the further destiny of the paid penalty, and the received receipts didn’t store.

Criminal case on the facts has been raised in the relation of three officials. The court recognized all three guilty of fulfillment of incriminated crimes, has sentenced accused to various imprisonment terms and has obliged to indemnify the loss caused to the state. Two more their colleagues, including the chief of department, have been dismissed from posts. Sentences concerning the condemned have entered validity.

As reported e-Crimea, in June of last year the court has sentenced to three years of imprisonment of the employee of executive service of one of the Crimean regional justice departments. The executor appropriated money which assembled at the citizens, obliged to pay the penalty. The deceit was opened, when one of debtors couldn’t issue in SAI the documentation because of the unpaid penalty though precisely remembered that money has given to the state executor. The check led by SSU, has revealed over 100 episodes of assignment by the official of penalties for the sum over 11 thousand UAH.
