Scandal has burst last week. Yanukovych has decided to meet representatives of the Crimean Tatar people. However chairman of Medzhlis Mustafa Dzhemilev, having learned that certain Mr. Abduraimov is invited to a meeting, did not come on a rendezvous. Refusal looked as a position of all Crimean Tatars — Dzhemilev consider as their leader. It is visible, having understood that has gone too far, he has sworn that «in no event» is not in opposition to the power. Medzhlis asked Yanukovych to make a new appointment with its leaders.

But the oversight has been admitted, and Abduraimov has used a situation. He… Has presented to Yanukovych the appeal «the Crimean agenda for the President of Ukraine». There he has offered idea «legitimate institute of representation of the Crimean Tatar people». Under the document, «representation» is created on base «Meeting of deputies-Crimean of Tatars of all levels» by results of elections on October, 31st, 2010 It means that the old kind Medzhlis with its leaders will go on a garbage heap of history.

Yanukovych аkbar!

The mentioned scandal has helped the inhabitant to learn about party… Milli Firka and its leader Vasvi Abduraimov. In actual fact it is public organization as regional parties are illegal. But it does not prevent Abduraimov to name the child with the forbidden word.

Meanwhile, Milli Firka (in translation into Russian National party) existed in the XX-th century beginning as political force of the Crimean Tatars. However today’s Milli Firka its successor only it is formal. Already in the late eighties among the Crimean Tatars was two currents: ОКTNM (the Organization of Crimean Tatar national movement) led by Dzhemilev and NMCT (National movement of the Crimean Tatars) under Yury Osmanov’s leadership. On the basis of OKTNM there was Medzhlis later…

After murder of Osmanov in 1993 among his colleagues there has come disorder. Eventually, above there was Abduraimov who has inherited also the Russian communications of Osmanov. According to the Crimean expert Nikolay Semeny, now in the ranks of Milli Firka there are more two tens active members…

On the threshold of elections in Crimea Yanukovych’s command has headed for easing of the Crimean Tatars… On presidential election Medzhlis supported Timoshenko, therefore to help the Crimean Tatars to Yanukovych it would not be desirable. On the other hand, observance of the rights of the deported people is watched by the European Union, and it keeps from sharp movements.

In such situation of the enemy pacify its hands. «Regions» have decided to push off foreheads of leaders of the Medzhlis and… Milli Firka. On these elections the Medzhlis plans to take about that half that has in councils now. But this plan will fail, if the filter passes not its candidates, and people of Abduraimov.

Ability to agree

Leaders of the Medzhlis have refused interview. But the situation among the Crimean Tatars «New» was commented by Abduraimov.

— Vasvi Ennanovich, is there any reaction of a command of Yanukovych to yours «the Crimean agenda…»?

— While is not present. But still ahead: at meeting the president has charged to the first vice-premier Andrey Klyuyev and management АRC to prepare wider format of a meeting with the Crimean Tatar public.

— In your appeal there is a thesis about legitimate institute of representation of the Crimean Tatars. Where in that case to put Medzhlis?

— Medzhlis is out of a legal field of Ukraine. We suggest to collect deputies-Crimean of Tatars of all levels in one lawful representation body. It should be made after elections on October, 31st. As it will be called, not very well, the main thing that it was legitimate. Medzhlis can harmoniously be entered in new structure.

— Did Dzhemilev and Chubarov somehow react to your idea?

— Though we widely advertized it, any of political forces, including Medzhlis, has answered nothing. From personally Dzhemilev and Chubarov too full silence.

— Your party is ready to elections on October, 31st?

— We were ready to them even in the spring. We have the finance, the developed structure, information resources. There are parties-partners which will give a platform for our candidates. It we will overcome difficulties in the Ukrainian legislation — we are registered as public organization, instead of party (laws of Ukraine forbid regional parties. — a bus). That it for partners, I will not tell yet — there are negotiations. I will tell only that it is the serious parties presented in parliament of Ukraine and it is exact not the oppositional…

— On what result count in Crimea?

— Party Milli Firka program-minimum — to generate the case from not less than 300 deputies of all levels, including Supreme body АRC.

— And your force will pass in councils created by «Regions»?

— Yes, if administrative resources against, will spend deputies very difficult. Ability Here is required to agree with power, simultaneously considering interests of the Crimean Tatar people. At us such ability is, knowingly on August, 3rd party leaders of Milli Firka participated in a meeting with the president.

So, if Dzhemilev does not reconcile with Yanukovych, he will have no time for laughter. Theoretically Medzhlis can be dispersed — the legislation of Ukraine does not assume representation bodies of national minorities. In practice it is unreasonable — the Crimean Tatars will rise on protection of «parliament».

However to strangle Medzhlis it is possible, having deprived of its representation in authorities. Till now people of Dzhemilev solved questions of fellow tribesmen on the posts at the expense of state resources. When simple Crimean Tatars will see that they are helped not by they, and officials from Milli Firka, Medzhlis will die by itself. Thus Yanukovych’s command will be stopped hardly by words of Abduraimov that by 2040 Milli Firka will construct the national state of the Crimean Tatars in Crimea…

Money under a yashmak

So, weakness of Crimean Tatar politicians — dependence of their popularity on stay of their protege in the power. Actually, the reason of their love to Yanukovych is covered that Kiev has started to influence rigidly personnel arrangements on peninsula.

Republican committee ARC on affairs of international relations and the deported citizens is especially attractive to leaders of the Crimean Tatars. And first of all that this state body — the exclusive manager of means for arrangement of the deported people. Also it has the right to receive the help from foreign sponsors.

Certainly, money receives not only the Crimean Tatars. In due time from Crimea have taken out 37 thousand Greeks, Bulgarians and Armenians. But on a share of the Crimean Tatars drops out bigger pie piece. Only till 2005 they have received 400 million hrn on arrangement. In 2008 to them have given to 80 million hrn, in 2009 — 50 million hrn from the state budget and more 13 million hrn from the budget of Crimea. In 2010 Kiev promised to Resky 50 million hrn, but from Stabfonda that does not give a guarantee…

Let’s remind that the Crimean Tatars were sent by Stalin. Russia declared itself the USSR, hence, to help the deported it should. But our politicians do not bring up this question, we therefore pay. Besides, if from the Crimean Tatars not to pay off, they will demand from Ukraine (not Russia!) to return to them 89 thousand houses withdrawn at deportation, and also the earth. As these people lived including on SCC, it is clear that our nobility oh as would not like anything to return.

Judging by the mentioned sums, each Crimean Tatar already should live in a three-storyed private residence. But, say, in 2008 for them have constructed already 5971,4 sq. m of habitation, in 2009 — 1528,7 sq. m (it is less floor space of one five-storey apartment block). And, houses have constructed not on SCC, and in northern and east areas of Crimea.

From here there is a question: where money? And they are dissolved in pockets of officials, in banks through which pass, in offices which operates Resky… In a word, a commonplace for Ukraine.

ON CHANGE TO THE MEDHLIS

Аbduraimov will understand

Money for the deported use not only the Crimean Tatars, but without the Medzlis consent in Resky appoint nobody. And it in spite of the fact that in a committee management present lobbist «vinaigrette». However, it does not exclude that people from the Majlis influence streams of the means directed on arrangement of the Crimean Tatars. About it «New» Abduraimov in every possible way hints. Though, according to Semena, he would like, that his party has replaced the Mrdzhlis on financial streams.

— Vasvi Ennanovich what is created in Reskom on the deported people with the money allocated for arrangement of the Crimean Tatars?

— About it it is better to ask law enforcement bodies. I will tell only if we pass in the power, we will create the deputy commission. Let it will check up, where the money allocated for needs of our people leaves.

And corresponding bodies will make the decision.

— Whose people sit in Reskom?

— Since Kuchma all purposes in authorities in Crimea pass in coordination with leaders of Medzhlis… We will receive the power, we will guide a full order, including with shots in Reskom.
