The leader of the Uniform centre Victor Baloga has declared that signing of the agreement on prolongation of term of stay of the Black Sea fleet in Ukraine the President of Ukraine Victor Yanukovych has actually begun process of delivery of Crimea the Russian Federation.
«Very annoyingly to recognise it, but such transactions remind the certificate of political capitulation of the independent Ukrainian state» more likely, — has noted Baloga.

The politician is convinced that the increase in term of stay of the Black Sea fleet of the Russian Federation at 25 years is only formal occasion to realisation of plans of Russia on returning of Sevastopol and Crimea under the political and administrative control. «The Black Sea fleet as the military base has no serious strategic value for Russia. On level of tasks which it can carry out, the Black Sea fleet considerably concedes to other sea bases of the Russian Federation. Also it is important exclusively as base for the Russian expansion to Crimea. The base of the Black Sea fleet of the Russian Federation actually is an ideological staff for feed of separative movements in Crimea and strengthenings of antistate moods in southeast region», — has declared Baloga.

Leader has reminded that according to Constitution item 17, in territory of Ukraine the arrangement of foreign military bases is not supposed. «Despite all future legal trick with what will bleach the signed agreements, norm of the Constitution accurate both clear. And any economic concession from outside to Russia is not necessary also to a comma from the state organic law», — he has underlined.

As it was informed, today, on April, 21st, during a meeting in Kharkov presidents of Ukraine and Russia have signed the agreement concerning stay of the Black Sea fleet of the Russian Federation in territory of Ukraine. According to the Russian president Dmitry Medvedev, term of stay BSF in Crimea is prolonged for 25 years.

The document is signed on Wednesday in Kharkov following the results of a meeting of the president of the Russian Federation Dmitry Medvedev and the President of Ukraine Victor Yanukovych.

About prolongation of stay of the Black Sea fleet of the Russian Federation in Ukraine parliaments of two countries should accept the final decision, explain in the Ministry for Foreign Affairs of Ukraine.

«According to positions of the signed agreement (between Ukraine and Russia about stay BSF the Russian Federation), it will come into force only after its ratification by parliaments of both countries, and corresponding interstate procedures» will be finished, — have explained in department of an information policy the Ministry of Foreign Affairs of Ukraine.

The source has explained that according to the agreement in force on basing BSF the Russian Federation from 1997, automatic prolongation of its action on the following of 5 years has been provided in case one of the parties will not declare desire to leave it.

«Thus, it is incorrect to say that is on May, 28th, 2017 a date automatic cancellation of the agreement», — have underlined in the Ministry of Foreign Affairs.

Besides, in department have noticed that in one of positions of the Constitution of Ukraine the Russian Federation boundary term of time stay BSF is not specified in territories of Ukraine and consequently the agreement signed on Wednesday does not contradict the Organic law.

The head of the press-service the Ministry of Foreign Affairs Oleg Voloshin has informed that the agreement has been signed by President Victor Yanukovych within the limits of its powers.

As he said, according to the Constitution, military bases of other states can be in territory of Ukraine in case of presence of the corresponding interstate agreements ratified by parliament.
