Reform of the Ministry of Internal Affairs in Russia continues to grow. One of these days Minister of Internal Affairs Rashid Nurgaliev earlier nominated to be responsible for its realisation, has transmitted the offers to president Dmitry Medvedev. That in the Ministry of Internal Affairs followed reform first of all, the deputy of the State Duma, the former deputy of the public prosecutor of the Russian Federation Vladimir Kolesnikov tells.

 -Vladimir Ilich, how should in your opinion the declared reform of the Ministry of Internal Affairs pass?

— I consider that reforming of the Ministry of Internal Affairs should be carried out along with modernisation of all Russian power structures. Otherwise warps to us not to avoid, and the main thing — effect from such reforming can be nothing.

In my opinion, it would be with that end in view quite good to create at the president of the Russian Federation and Security Council — the original analytical centre consisting of people-experts, knowing firsthand mechanisms of functioning and interaction of law-enforcement structures.

Besides, that can really optimise quality of the Russian law-enforcement system, this creation of uniform Investigatory committee would not be desirable to run forward, but. Today operative conditions are that that we can create it. The committee could incur investigation of 20-30 % of crimes made in the country — mainly heavy and especially heavy. And the others should remain under the authority of active investigatory divisions in the Ministry of Internal Affairs, FSB, etc., but, I will underline, only in the order inquiries. Behind them also it is necessary to save all operatively-secret-service work.

Thereby we can harden not only remedial possibilities of our law-enforcement system, but also simultaneously to increase criminal trial level, in general quality of the Russian judicial system.

— And what it would be possible to change in system of the Ministry of Internal Affairs?

— First of all, it is necessary to optimise quantitative structure of central office of the Ministry of Internal Affairs. There should not be «central boards» in which works on 600-1000 persons. To take, for example, department of the Ministry of Internal Affairs on maintenance of transport safety and to look statistics, than he attends: how many echelons with «the left» petroleum are revealed by this service, what quantity of the «left» alcohol, wood and drugs. There are figures? No. Then about what is the speech?

Also in each «central board» it is necessary to create the powerful analytical centre which will supply people in «entrenchments», that is ordinary employees in regions and districts, all, so to say, a know-how, called to increase quality of crime control. If to speak, for example, about Investigation Department, that is sense to organise in its structure the powerful coordination centre.

Also it is time to liquidate, at last, duplicating functions of all power structures, including the Ministry of Internal Affairs, and first of all — connected with struggle against narcocriminality.

I also do not like structures of own safety existing nowadays in all power services is a nonsense, believe.

— But unless these services do not struggle with corruption among employees?

— Needs in them are not present any, and it completely will disappear, if law-enforcement system to construct in such a manner that the employee will not be interested to take a bribe. The motivational component, unconditionally, has here huge significance. The housing accommodation, salaries — without it any employee will not be kept for the place.

At it crimes were not committed, there was the most powerful economy, tremendous armed forces, and it was the owner from the North to Foggy Albion, and from the South — to Morocco.
