According to the deputy of the Supreme Rada of Crimea Refat Chubarov, the commission of Ministerial council of Crimea on the decision of questions of autocratic capture of the earth should give sites to everyone, without dependence from social or financial position.
As R.Chubarov has informed at session of the constant commission of parliament under international relations and problems of the deported citizens, earth allocation should be carried out within the limits of the law, therefore to receive the earth those who has put in in time statements on earth reception should first of all, consist in corresponding lists and have necessary documents. «There is such image that at investment of concrete people with sites it is necessary to give only to those who don’t have habitation, who has a lot of children, there is no money and other motivations. But there is other opinion. To each person who has the right according to the law of Ukraine to ground area reception, we should give it. We can’t ask if there is a site at his parents, or hi older brother», — the deputy believes.
He also has noticed that at session of the commission on self-captures the chairman of the commission vice-president of Sovmin George Psarev has stated the offer that in a package of documents on earth allocation there should be copies of passports of close relatives of the person applying for the earth. R.Chubarov has stated disagreement with such offer. «There is a ground file on which near relations took two, three, and even four ground areas. If it is connected with adult independent members of a family, and they did not realize the right to the earth, the law says that you should satisfy it. Here in it there will be a complexity», — R.Chubarov noticed.
Thus he has added that at drawing up of the list of the citizens applying for the earth, the commission shouldn’t «divide on justice». «Existing legislatively often plants concept of justice and concept of norm. There were some people who say that the earth was given not to that person, his father is rich or brothers-businessmen. If tomorrow the commissions incur mission of an estimation of this or that applicant from the point of view of justice we will be at a deadlock», — the deputy has concluded.
