Europe Puts a Safety Lock to Crimea

To prevent potential conflicts on the Crimean peninsula and to help to involve investments into region, the European Union has opened in Simferopol Agency on Regional Development.

The agency has been created at the initiative of Ministerial council ARC, thus EU allocates 1, 5 million euro of technical support, and UNDP helps with the organization of the center which has begun work on February, 9th.

The Crimean region is considered one of potential flashpoints because of growing quantity of ethnic and ground conflicts. Thus, according to forecasts of experts, in 15-20 years the number of the Crimean Tatars in territory of Crimea can exceed number of representatives of slavic ethnoses living here.

Opening by the European Union of Agency should help political and social stability of region. «Our purpose is to carry out in region of reform which will make Crimea more attractive to investments. It will improve an economic situation and thus will lead to political stability in region» — the ambassador of EU in Ukraine has told Kyiv Post José Manuel Pintu Tejshejra.
Europe on pulse of Crimea

Social stability just also is one of the most painful points of region. The Earth, captures and the right to territories of the Crimean Tatars who have come back on the historical native land after decades in exile, — all these problems not only don’t dare, but also collect.

Recently chairman of the council Ministrov of Crimea Vasily Dzharty has promised that a problem of the Tatar earth just about will solve, however many Crimean Tatars who have lodged in Crimea without documents on the earth, are afraid till now that they are expected by eviction.

At redistribution of the earths, the director of economic programs of Razumkov’s Center Vasily Jurchishin considers, strengthening of political and ethnic oppositions is possible, and for avoidance of an aggravation of a situation presence of the supervising organizations is necessary.

The number of the Crimean Tatars in peninsula territory grows very quickly, thus, that the demographic situation among the slavic population promptly worsens. In 10-15 years the number of the Crimean Tatars will be made even to number of Slavs of region, and in 5 years can exceed, expert ICPS Maxim Boroda speaks.

Probability ground so also ethnic conflicts, plus the huge area of territory of Crimea do region by one of the most unsafe from the point of view of stability in the opinion of the world community.

«Ukraine — the centralized country, but Crimea is a unique part of Ukraine which can be considered really independent where there are decentralization signs.

We know that Crimea — one of the poorest regions of Ukraine and improvement of an economic situation in this region will lead also to political and social stability », — tells Tejshera.

According to representative UNDP Vyacheslav Toropova, the money received from the European Union won’t go on rent of a premise or the salary to employees as the agency will have the official body status.The premise in which it will be, is allocated by Ministerial council and salaries to employees will be paid too from the budget.

In turn, in parallel with Agency (about 20 employees) the support program in which staff 10 persons (foreign and Ukrainian experts) will be registered will work. Payment of their work will be carried out from the above-stated 1,5 million euro.

The project will work two years. Then, according to Toropova, the agency status as official body can change.

Other agents of influence

The European Union — not the unique foreign agent of influence in the region, wishing to strengthen presence. Also influence of Turkey at present gets stronger…

As marks the edition «the Power and money», influence of Turkey in Crimea is carried out through Fund of probes of the Turkic world, the Union of culture and mutual aid of the Crimean Turkis, and also the Main agency on the international cooperation which, according to the Turkish press, finances Medzhlis.

Russia always considering Crimea as strategically important point, with leaving from a post of the head of administration of Moscow of Yury Luzhkov changes distribution of the forces a little.

Since 2001 Moscow actively invested in cultural development of region. «Russian cultural center», created in Simferopol for preservation of culture of the Russians living in region, during the stay of Luzhkov the mayor of Moscow, was actively financed by the authorities of the Russian capital. Since 2011 financing from the government of Moscow is stopped, director RCC Michael Golubev declares.

Financing also has been cut down Moscow cultural-business center «the House of Moscow in Sevastopol», the director for communications with the public of the center Cyril Somov marks.

At the same time «turning of some programs» at all doesn’t mean that the end of influence of Russia has come. Yurchishin from Razumkov’s Centre notices that change of certain structures at present is possible, however it doesn’t mean at all that Russia is ready to refuse political and economic influence on Ukraine.

Not clear there is also a presence question in Crimea to the USA which also declared plans of opening of the center in Crimea. At present this question is changed. On September, 28th, 2010 the ambassador of the USA John Tefft during visit to Crimea has declared that «the final decision concerning office opening it is yet accepted». According to the ambassador, one of key problems — financing the center — isn’t solved. In embassy of USA Kyiv Post have told that since last year the situation hasn’t changed.

Despite a severe need of economic changes in Crimea, experts are skeptical about new economic programs. Yurchishin underlines that at present in the country influence of the authorities on regions has amplified, and rather fast kickback from similar work is possible only under condition of all Ukraine changes: maintenance of protection of the property, minimization possibilities, inadmissibility of influence of the state on private business.

The potential of Crimea unequivocally isn’t finished, Yurchishin, however cardinal changes in region economy underlines are hardly possible without global national changes.
