In Karachay-Cherkessia elections of the new speaker of National meeting are for tomorrow planned. The main applicant for this post the deputy of Russian nationality Alexander Ivanov is considered. It is supposed that after elections of the chairman of parliament KCHR will start to come back to practice of national parity which was characteristic for republic to the introduction into a post of the present president of Karachaevo-Circassia Boris Ebzeev. In immediate prospects — resignation of the old government and formation of the new the head of which should be the Circassian.
As the chairman of board of directors of the West Caucasian analytical centre, the deputy of National meeting KCHR Ahmat Ebzeev has informed, at a choice of the speaker of National meeting of republic Karachay-Cherkessia the question of his nationality will be considered first of all. In total on an armchair of the chairman of republican parliament three candidates are approved: besides Alexander Ivanov in lists there were Circassians Crimea Kazanokov and Ali Mahov.
Let’s remind, before purpose by head of CCHR Boris Ebzeeva in September, 2008 in republic there was a principle of division of ethnic representation in the power: the president was Karachai, the prime minister — the Circassian, and the speaker of republican parliament — Russian. The new head of republic Karachai Boris Ebzeev has changed this tradition, having appointed the chairman of the government a Greek Vladimir Kajshev, and by the speaker of republican parliament Circassian Zurab Dokshokov has been chosen.
According to Ahmat Ebzeev, in February resignation, and then and formation of the new republican government is necessary. It is expected, that it will occur at once after an exit on February, 26th from Vladimir Kajshev’s holiday. At the head of new government KCHR there should be a Circassian as it was throughout decades. Whom the head of republic Boris Ebzeev will choose as the chairman of the government while it is not known.
The chairman of public organisation «Adyge Hase» Muhamed Cherkesov does not exclude that quickness at returning to national parity is called by recent protest actions Circassian public organisation «Adyge Hase», and also his statements for education of a national autonomy. «We, Circassians, have got tired to be a toy in hands of governors of Karachay-Cherkessia. Still yesterday they did not wish to see in the head of the government of republic of the chairman of a Circassian nationality, and today start to think differently. All it humiliates our people that is why we wish to be demarcated and leave structure KCHR, even it is possible and in structure of Stavropol Territory. The main thing thus, certainly to remain as a part of the North Caucasian federal district», — has declared Muhamed Cherkesov.
However the leader of Circassians asserts that present head of the government Vladimir Kajshev was quite comprehensible nominee: «We know, how much he is the basic person. Hehas managed to make much for Karachay-Cherkessia for a short term, and his considerable merit that the republic is included today into a three of regions where decrease in a rate of unemployment is fixed. But, obviously, not all like with what meticulousness Kajshev tries to get into all questions, including at distribution of budgetary funds».
As already informed «NG» (number see from 27.11.09), in November of last year in Karachay-Cherkessia have passed the meetings organised by «Adyge Hase». Then their participants demanded from the authorities to recreate Circassian autonomous region in the republic status. According to population census of 2002, Circassians — the third on number (after Karachai and Russian) the republic people, their number make 11,3 % (49,6 thousand persons) from the general population. According to Muhamed Cherkesov, the decision of an autonomy will be accepted at extreme congress of the Circassian people coming in May.
As the Rostov political scientist Grigory Botchkarev, regular claims of Circassians KCHR for an autonomy not on a hand to the plenipotentiary to Alexander Hloponinu as the federal Center never supported idea of division of Karachay-Cherkessia on two parts has told «NG». Meanwhile the political scientist does not doubt that the new plenipotentiary will manage to smooth a situation and to transfer decisions of a question till the best times.
