With independence arrival the silent resort has begun to seethe. Mass returning to peninsula of the Crimean Tatars deported by Stalin in May, 1944, has begun in 1989. Two years later the situation was heated to a limit: about 150 thousand the settlers who do not have neither habitation, nor the works, offended on destiny and believing in the Allah have brought in life basically Russian Crimeans strong pressure…
At the initiative of the Crimean country council of People’s Deputies the referendum first in the USSR on January, 20th, 1991 has been held. For «the reconstruction of the Crimean Independent Soviet Socialist Republic as subject of USSR and participant of the Allied contract» has expressed 93 % of Crimeans. And on February, 12th Supreme body USSR from a sin has far away hastened to pass the Law on restoration Crimean ASSR in structure USSR. Since then were «the all-Union health resort» has turned to a constant headache of the Kiev authorities.
Not clear referendum
On March, 17th, 1991 has passed the All-Union referendum devoted to «reformatting» of the USSR. Neither it had no serious preconditions, nor consequences, and into history has entered, as unsuccessful attempt to save the Union.
The idea of the new allied contract has come to mind to Gorbachev after across the USSR «parade of sovereignties» has swept: corresponding declarations have accepted all republics and even RSFSR though, perhaps, only Russian didn’t shout that someone «has eaten their fat» and «has drunk vodka». The referendum has been devoted idea of creation of the new union — and the question brought for discussion, sounded crafty enough: whether «you necessary consider preservation of the Union of the Soviet Socialist republics as updated federation of sovereign republics equal in rights in which the rights and freedom of the person of any nationality will be guaranteed to the full?»
As a result on the Union «yes» 76 % voting, in USSR — 70 % have answered. But in Ukraine simultaneously with an all-Union referendum have spent also own, having set citizens too rather foggy question: whether «you agree that Ukraine should be as a part of the Union of the Soviet sovereign states on bases of the Declaration on the state sovereignty of Ukraine?». It was positively answered with 80 % of participants.
To be defined in answers it was difficult enough, but the majority considered, what «yes» in the All-Union referendum meant support of preservation of the USSR, and «yes» in all Ukraine — sovereignty support. Contra on both questions the educated capital Kiev and three areas — Lvov, Ternopol and Ivano-Frankovsk have acted. Then the Galichina has shown for the first time that it has special, independent opinion. In some months this opinion of minority has been realized in scales of all country.
